The Public Hearing of the One-and-Six-Year Plan and the Regular Meeting of Mayor and Council were held on February 5, 2013, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Meyer Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Neumann, and followed by a 3-0 affirmative vote to approve as sent the Jan. 15, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Reedy, and followed by a 3-0 affirmative vote to approve claims as follows: Salaries - $3,217.60; Auto-Bank Payment - Internal Revenue Service (941) - $1,573.96; Black Hills Energy - $48.78; Circle D Mfg. - $10.00; Constellation Energy - $110.29; The Flower Shop - $50.00; Eldon Izer (Telephone) - $5.00; Municipal Supply - $94.71; NE. Dept. of Rev. PUBLIC HEARING OF THE ONE & SIX YEAR STREET PLAN - 7:30PM RESOLUTION #2013-1 )
Request by Mayor Meyer and motion by Council member Wolf, second by Neumann, and a 3-0 affirmative vote (Neumann - yes; Reedy - yes; Wolf - yes) opened the PUBLIC HEARING OF THE ONE AND SIX YEAR PLAN at 7:32 PM. Mayor Meyer called for comments and questions. No objections were raised nor amendments made to the One & Six Year Plan as prepared.
Other agenda topics were discussed (See below), with conclusive action to follow within reporting of the Regular session.
Following advice of legal counsel, a motion by Council member Wolf, second by Neumann, and an affirmative 3-0 vote closed the Public Hearing at 8:15 PM, followed, in Regular session by a motion by Council member Wolf, second by Neumann to adopt Resolution 2013-1, the reading of the resolution, AND THEN: the Vote: (Council Member Neumann - Yes, Reedy - Yes, Wolf- Yes), to approve and adopt Resolution 2013-1, and thereby accept/approve the One and Six Year Plan.
CABLE TV / FRANCHISE RENEWAL(CAROTHERS): Attorney Carothers provided handouts and gave the overview. Covered by Carothers in presentation: Zito Cable franchise - renewal - 2 years. Action timeline for renewal is 6 months to do formal/informal negotiations. The City may do both. No set procedure is designated by the service provider. Suggested a joint (Wymore-Blue Springs) public hearing for customers to come forward with issues, as pertaining to quality of service/packages available.) Council member Neumann provided background history with present carrier. Council member Wolf told of changes to the community calendar (service provider no longer listing local (Wymore/Blue Springs) events). Carothers noted that Zito sold the fiber-optic programming and purchases programming from Unite. Problems were noted in reception (Carothers); lost signals (Wolf), and with digital boxes (Meyer). List of present subscribers would be helpful in the review process, but not anticipated to be an option. Alternate providers were briefly discussed. Carothers will continue in the review and hearing-scheduling process.
STATE FIRE CONFERENCE AD (WOLF): Council member Wolf advised members of the State Fire Conference which will be hosted by the Wymore Fire Department (Oct 17-20, - Beatrice Holiday Inn), and at which he will (with Lori Wolf) be handling registration. He encouraged consideration of the City to place an ad in the conference booklet (Full page color ad - $250); and gave other ad prices (all others black-and-white -Full Page - $150; ½ page - $90; ¼ page - $50; 1/8 page - $30). He also asked if it would be a possibility if Becky Reedy could assist with script/artwork should the City decide to proceed with an ad. Council member Neumann asked, “Don’t fire departments do it (take out the ads)? Wolf indicated that ads by businesses and others are also being pursued. He indicated that the cabin, the website, and mention of the annual City Celebration could be covered in any ad taken out (and covered under Municipal Publicity). Wolf indicated that the materials must be provided to Mark Meints (for Priority Printing - doing the booklet at approx. $6 each/500 count) in workable compliance with the July 1st deadline. Mayor and Council will revisit the topic when all members are present.
PRELIMINARY PLANNING: ANNUAL CAR/TRACTOR SHOW: (August 17, 2013) - City Celebration--
Fire Department Street Dance - Car and Tractor Show) Aspects are anticipated to include Log Cabin open for visitation; BBQ; Bounce House. Council member Neumann suggested reformatting advertising under a heading of CITY CELEBRATION, with a timeline of events included. Event budget was discussed, followed by a motion by Council member Wolf, second by Neumann, and a 3-0 affirmative vote for $5,000 (Municipal Publicity), which was in keeping with past determination, though not previously fully used.
PLANNING & ZONING: No new applications.
