The Regular Meeting of Mayor and Council was held on December 18, 2018, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the December 4, 2018, Regular meeting.

EMPLOYEE ORDINANCE ENFORCEMENT OFFICER (TONY SHEPARDSON INVITED TO ATTEND): City Attorney Carothers highlighted requirements of the position: 1. Identify nuisance properties - “worse property first.” (initial list to be provided). 2. Give notice to property owner. 3. Take pictures and turn non-compliance issues over to Carothers. 4. Testify in court. Parameter of position (with evaluation as it proceeds) : 4 hours weekly, $30 hr. pay rate; (Shepardson requests/questions) - to have computer access, to have office supplies provided, camera provided, standard nuisance notice form/request for charges provided; mileage provided for use of own vehicle. Mayor and Council agreed to have Carothers draw up a contract for Shepardson. Dean Cole suggested a newspaper story about it.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Asbestos Survey charges (Bockmann - $2,300 paid within meeting claims. Proposal of $7,620 for Asbestos Abatement - f/ Demo Houses/Trailers was accepted by Mayor and Council. (Copy of Proposal attached to office copy of minutes) Timeline for abatement determined to be 1st or 2nd week of January. Review continues for determination of best cost to Municipality for removal of debris, as what might be hauled away for such purpose as bank stabilization, what might be removed by Lineweber, what to the landfill, other: (Boyer/ NRD/Reedy) - separation of ash from foundation. Two houses were selected for “burning.” Connie Mewes asked about the source of dirt for backfill. Fossler can provide what is needed to assure a “buildable” lot. Attorney Carothers intends to provide a demolition contract at the next Regular meeting. After signed, two properties without asbestos may be demolished.
CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): Dean Cole addressed members. He provided handouts. One - Potential Grant Applicants for the Litter Reduction and Recycling Grant Program or the Waste Reduction & Recycling Incentive Grant Program (February deadline, October-November reward, designed to keep some waste out of the landfill) was described by Carothers as having greater application to old brick buildings with salvage aspects. Cole presented for approval the Norris Goodwill Fund application (Deadline 12/28) No cost share, requesting $1,450.78 of possible $1,500 for two backboards, and reported that Mr. Murphy indicated that should the grant be successful, the school would help with final touches. Cole reported that the fence needs work - minor repairs. Pike will work with Radar to address the issue. Cole also advised that SECC could work on a landscape plan (without obligation to City) for one or both parks (February - instructor and students, and a proposal(s) would be brought back to the Council for their evaluation/consideration of the recommendations. Cole also brought up Main Street, NE. He indicated as well that the Feit Park location on the Blue River would be an “ideal location” for disembarkment within a canoe-kayak quarter. They will be setting up an ideas session soon, and Reedy, with Meyer’s voiced approval, volunteered to attend. Cole also spoke favorably of Re-Tree Nebraska as a potential avenue for improvement. Members thanked Cole, and Neumann said, “Keep doing what you are doing.”
“77” ROAD SIGNS, AS PER DIRECTORY INFORMATION FOR WALKING TRAIL, JOHNSON CABIN, CHAMBERLIN MONUMENT, BALLFIELD, FEIT MEMORIAL PARK, CITY PARK, ETC, AS PER AVAILABLE INFORMATION (DEAN COLE): No work has been done on this project as of yet, but will be addressed in the near future.
PLANNING & ZONING: No new applications.
CABIN ISSUES/DISCUSSION: Reedy spoke on behalf of Jan Morris who wishes to pursue a potentially no-match grant for preservation of the cabin floor, and all members were in agreement for her to proceed.
ARMOR COATING (PIKE): Pike suggested that members consider armor coating streets in Spring, and members were in agreement to evaluate needs.
CLEAN-UP: Hughes noted that a property on the clean-up list now has a Temps receptacle. No properties were singled out for action, pending the designation of Tony Shepardson as the Ordinance Enforcement Officer (at the next Regular meeting.)

AGREEMENT WITH HUMANE SOCIETY: It was noted that the agreement was for a 1-year term, with automatic renewal unless terminated, and a fee would be assessed to the City only in the event an animal needs to be euthanized. Motion: Mewes, Second: Neumann, Vote: 4-0 affirmative to authorize Mayoral signature on the agreement.
DILAPIDATED HOUSES: ONGOING PROCEDURE: Attorney Carothers reported on current status of the project: Asbestos testing complete, except for two properties whereat admittance could not be achieved, and follow-up contact will be made. (Office Record: Lance/O’Keefe --- Those tested/outcome: 500 E 1st - asbestos - glazing; 108 E Broad - clean; 113 W Broad - clean; 210 W Main - asbestos-caulking; 305 S A - asbestos floor sheeting; 501 S A - clean; 108 W 1st - clean; 404 E 2nd - asbestos-roofing/caulking; 224 West Irving - clean; 323 W Lincoln - asbestos - roofing/glazing) Review will continue to determine advisability of “controlled burns." attorney Carothers will continue with efforts to correlate all aspects (asbestos remediation, demolition/landfill costs, etc.( what goes to landfill and the rate) - will meet with Fossler and continue talking with landfall personnel -- to get all information necessary to go forward with a demolition contract to achieve the best case, cost-effective possibilities for the City. He hopes to have all information in place for review and advisement at the next Regular meeting. Carol Hughes asked if demolition will be completed by the end of the year. Attorney Carothers indicated it will depend on remediation and demolition schedules, but late December or early January is a likely determination for project completion.
