The Regular Meeting of Mayor and Council was held on January 2, 2019, in the Blue Springs City Hall, Blue Springs, NE.

OTHER ATTENDEES: City Attorney Andy Carothers, Connie Mewes, Gage County Law Enforcement Officer J. Sharp
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the December 18, 2018, Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue (941) - $2,231.91; Payroll $3,185.60; NE Dept. of Rev. - (941N) - $222.22; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,262.65; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (Pike - IRA) - $55.00; Shell - $346.60; Tractor Supply - $98.92; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Super Foods - (Employee Xmas) - $192.26; TOTAL CLAIMS: $7,640.16.
ORDINANCE ENFORCEMENT OFFICER CONTRACT: Attorney Carothers provided a draft of the contract for review and recommendation by members. Such things included were, weekly hours (4-6 with possibility of greater hours at setup to assure familiarity with forms, location, and procedures. Designation was determined for it to be a part-time employee position with City-based liability insurance coverage. Court attendance would be a requirement, with Carothers stating that usual proceedings are about a half an hour. Carothers anticipated that having an ordinance enforcement officer will have a positive impact on minimizing nuisance situations. Mewes indicated preference for Carothers to go ahead and provide the contract for review by Shepardson, and no opposition was expressed. The contract is anticipated to be ready for final review and approval at the next Regular meeting.
DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Attorney Carothers will call Ron Thompson (Bockmann) about asbestos remediation date(s). Carothers (with Reedy) intends to go around with Joel and Paul (Fossler) next Thursday to the demolition sites in support of gathering all needed information for drafting the demolition contract. It was the understanding of members that two properties (Colgrove, Linsenmeyer) are still slated for “controlled burning” within the original program, and a third property for “controlled burning” (Norris) will be included within the One Property at a Time agenda. Two properties are still without owner approval (Lance/O’Keefe-Stipe) and Carothers continues in efforts for project inclusion approval.
CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): No new information.
