Regular Session: 7:00 PM - Blue Springs City Hall –Mayor Sedlacek called the meeting to order, and roll call was taken.
PRESENT: Mayor Sedlacek, Council members Neumann, Rainey, Reedy, Riensche

OTHERS PRESENT: Attorney Andrew Carothers, Verlyn Dodge
Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
APPROVAL OF MINUTES: Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve minutes of the December 16, 2025 meeting.
APPROVAL OF CLAIMS: Motion (Neumann), second (Rainey), 4-0 affirmative vote to approve claims as follow: Internal Revenue Service (941) - $1,359.90; Payroll -$2,817.32; Abbott Portable Toilets - $125.00; Black Hills Energy - $84.19; Fairbury Journal-News - $82.91; Industrial Chemical Labs - $290.61; Lammel Plumbing - $754.50; NE Dept. of Revenue (941N) - $95.00; NE Public Health Environmental Labs - $15.00; Pollman, LLC – 1,400.80; Temps Disposal Service (Mandatory) - $ $2,589,00; Willet & Carothers - $1,025.00; Milford Woutzke (Tel. PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: Ash from controlled burn may now be removed. Controlled burn is planned for A-frame residential dwelling, and copy of letter from Carothers to property owner is attached to office copy of minutes , and wherein controlled burn, asbestos testing, and any necessary remediation is addressed.
CLEAN-UP/VEHICLES: A copy of letter from Carothers is attached to the office copy of minutes, wherein the property owner with remaining nuisance conditions (has cleaned up a large portion) is requested to make contact for arrangements for a meeting time to discuss remaining issues. Dodge noted that another property owner has made good clean up progress, with comments made about “boat” issues still under scrutiny.
VACATE ALLEY EASEMENT: NARRATIVE: Carothers to contact a property owner in regard to easement for alley that is being prepared, along with a street easement, both being currently addressed by Chris Witulski.
WATER LINE PROJECTS: CDBG CONSIDERATIONS/PROJECT CHOICES/RATIONALE, ETC.: No new information.
TREE/PARK BOARD FORMATION: MEMBERS: Carothers to review the ordinance that addresses number of members , and potential inclusion of a member living outside city limits.
INITIAL DISCUSSION: MICRO-TIF PROGRAM – ANDREW WILLIS: In response to interest of one individual who has expressed interest in OPAT lots available and the TIF Program, and perhaps more aptly the Micro-Tif Program designed for smaller projects and residential buildings), Carothers will invite Andrew Willis to address members at the next Regular meeting. (Jan.20).
