CITY PARK GRANT APPLICATION RESULTS (IF AVAILABLE): Mayor Sedlacek contacted Jarod McKeever by phone for the outcome of the Morris grant application. McKeever indicated that $20,000 was awarded, bringing pledged funds up (with Area Fund grant) to approx. $50,000. A second cycle application will be made to the Morris Foundation (June) for remaining needed funding, with potential applications for other area grants. Pike suggested that members of the Park Committee (Riensche, Reedy) meet with him at the park (Spring) for determination of location for the structure. January 21, 2025 The 2nd PUBLIC HEARING FOR OOR PROGRAM / Q & A - REGARDING SUCCESS/PROGRESS OF THE PROGRAM (SENDD) and the Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, January 21, 2025, at the Blue Springs City Hall. OOR Program Hearing: PRESENT: Mayor Sedlacek, Council members Neumann, Reedy, Riensche, SENDD Representative Cole Hartgerink (who was available for the Fair Housing Information Session/Meeting scheduled for 6PM (with no attendees). ABSENT: OTHERS PRESENT: Employee Milton Pike, Rex Adams, Attorney Carothers Notice of the 2nd PUBLIC HEARING FOR OOR PROGRAM / Q & A - REGARDING SUCCESS/PROGRESS OF THE PROGRAM (SENDD) was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Proceedings: Public Hearing opened: Motion - Riensche, second - Neumann, 3-0 affirmative vote. Hartgerink gave the presentation which included the following breakdown: $25,000 ($24,999) awards sought by twelve households entered in the application process. Three complete, one ready for inspection, one still awarded. Seven were eliminated based on certain factors: income above qualifying amount, no insurance, inspection eliminators, as excessive work needed that owners could not afford, etc. One applicant withdrew from program. Areas of work to be done: lead hazard, plumbing, electrical, siding, roof, HVAC, etc. Requests were made (Reedy) for list of specifics and pictures of disqualified structures. Applications were shut off in August in order to meet the February deadline of the program. The last application was submitted in March prior to program close. Comments: (Carothers - need to up the amount of individual awards) Adams - Many people have too low income to be able to bring property up to level for consideration in the program. Low income households with small children need to be considered. Carothers - Were unsuccessful applicants provided explanation of exclusions? (Yes) Hartgerink graciously agreed to provide data to the City in summarization of the project. Reedy asked how much of the grant was utilized - ans: Approximately 50%. (Sedlacek), time sufficient to pursue grant funds? (due in April), a motion was made (Neumann), second (Reedy), followed by a 3-0 affirmative vote to work in correlation with One Property at a Time for a banner, and the lights on the river bridge. PAPA B’S EASEMENT (WITULSKI’S NARRATIVE)/ORD # 478: Since Norris Public Power would like an additional 5’ to what was originally planned as a 20 foot easement-- for working area/maneuverability, it was agreed upon by members to increase the easement to 30 feet. Per Carothers, it was noted that property will be divided between Borgman and Hughes, and that Chris Witulski will be asked for a legal description to clarify conditions. The street (dead end) was also discussed and Carothers will check the court house records to clarify the situation. Ordinance #478 is to be addressed at the next Regular meeting.
