June 21, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 21sth day of June, 2022, at 7PM at the Blue Springs City Hall. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Reedy) , and vote (3-0 affirmative) to approve as sent minutes for the June 7, 2022 Regular meeting. Motion (Neumann), second (Reedy), and vote (3-0 affirmative) to approve claims as follow: Direct Payment - NE Dept. of Rev. (10) - $87.00; Payroll - $2,413.48; Beatrice Daily Sun - $55.69; Black Hills Energy - $101.88; Gage County Clerk (Election Statement) - $100.00; Lauby Plumbing - $43.42; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,131.93; Postmaster - $196.00; Roehr’s Machinery - $102.80; Security First Bank - (Pike/IRA) - $55.00; Visa - $635.05; Windstream - $82.60; TOTAL CLAIMS: $5,019.85. PLANNING & ZONING: No new applications. After discussion, Carothers was requested to re-word the draft of Ordinance # 472 to tighten the specifics (erection of new homes and accessory buildings to require the identification/ location of lot corners prior to the approval of a building permit). Reedy intends to discuss conditions of interest with Witulski. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: After summary by Carothers (following conversation with Tim Keelan), motion (Reedy), second (Neumann), and 3-0 affirmative vote to approve/accept $1,500 charge for update of the Redevelopment Plan/Blight Study to include the area that was initially in the plans for annexation even though it will not be annexed at this time (due to pending issues with the State, etc.), but will be kept in the plan for the purpose of annexing it at a future time should clarification be achieved and interest in development in the area arise. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: The City members expressed intent to include several properties in their bid for $35-50 T of Thomas Foundation funds. OPAT intends to include several other properties in their grant application. Variables are created by final determination as to whether the top of one structure “can be scraped off and the floor and below treated as asbestos or if the whole structure with be determined to be handled as asbestos,” as well as if the structure is determined to need other than the Schlake trac machine (hopefully to be available for October demolition), rather an official contractor for removal. Carothers will be requesting a meeting with Attorney Hubka regarding possibilities under review for another sub-standard property. CLEAN-UP: Two of three property owners that received courtesy clean-up letters have satisfactorily complied, and the third will be sent a certified letter. A courtesy letter was designated for another property owner. US CENSUS BOUNDARY & ANNEXATION SURVEY/ANDY CAROTHERS: Map approval: Carothers identified three areas (Near: Arbor State Park, Cottonwood Lake & Trump Tree Farm) whereat discrepancies exist between determinations made by the Census Bureau and the Assessor, and noted the need and intent to (solicit assistance as necessary) to clarify, correlate, correct misaligned particulars. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Tabled until the next meeting. DISPOSITION OF SURPLUS EQUIPMENT/PURPLE WAVE LISTING: AUCTION RESULTS. Motion (Reedy), second (Neumann, and 3-0 affirmative vote accepted/approved the results of Auction (Truck, $2,035, Mower $302.50, Bush Hog - $121, V-Blade $38.50, Siren - $176, Oiler - $187, etc.) with identification of auction charges yet to be determined. OTHER; The City of Blue Springs has been complimented recently (to Adams by those wishing to build, and some associated with builders) on “vision, clean-up, and development” and described by certain others as a “nice community.” On behalf of the Mayor and Council, Council member Neumann expressed gratitude for the fine job the City crew did of clean-up after the recent storm.
