The Blue Springs Regular Meeting of Mayor and Council was held on March 21, 2017, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the March 7, 2017 Regular meeting.

PLANNING AND ZONING, WHICH MAY INCLUDE NEW MEMBERSHIP: No new applications. Two names were noted for potential membership in the Commission -- Steve Mathews (by Reedy), Tim Brown (by Neumann). Council member Reedy will contact them to determine interest.

1.) The mower (Schusters - Beatrice) has been ordered (and included in meeting claims). It was noted (Reedy/Pike) that a trash bag and bolster seat have been ordered, and a FREE sun shade was given.
2.) Sweepers were discussed by all members. Carmichael noted that nothing was available “close by.” Reedy brought up two which were believed to be from a construction company - that are available in the Kansas City area, and that transportation charge to the City was anticipated to be $3.5 per loaded mile. Neumann called for consideration based on unit “miles in use.” Meyer expressed reluctance to consider one of them, due to “nothing being known” about the brand name (Swaize?) Meyer also wondered, “why construction company didn‘t trade them off, if they were still good units.” Pike said he knew of nothing good on the market at this time, but that he could make a call about those located by Reedy. Mewes told of hesitance to consider the purchase of anything in the $18,000 range (one available unit), since sweeper is used, “4-5 days a year only.” Carmichael agreed that $18,000 was “too high.” Meyer asked if Mike checked with a service provider about sweeping for the City, and Pike indicated he had not yet got in touch with an option in Crete. Meyer also suggested that dealers could be contacted to determine fair market value.


CLEAN-UP: No new information on a pending issue.

RENT-FREE HALL USE (April 7 - Softball Girls Fund Raiser/Darcy Rownd): Darcy Rownd made the request. Discussion was followed by motion, second and vote (Mewes, Neumann; 4-0 affirmative) to approve rent-free use of City Hall for Softball Fund Raiser on April 7th, 2017.

CDBG PROJECT # 15 PW-015: PROGRAM CLOSE INFORMATION: No new information.

PLANNING AND ZONING, WHICH MAY INCLUDE NEW MEMBERSHIP: No new applications. No recommendations for new members.

EQUIPMENT: WHICH MAY INCLUDE MOWER CONSIDERATIONS,
REVIEW OF OPERATIONS/PURCHASE OPTIONS: SWEEPER, BACKHOE, TAR KETTLE, ETC.: Council member Reedy circulated several estimates he had requested from local suppliers for new mower prices, and discussion of units followed. Agreement was reached for further consideration of the Schuster Outdoor & RV Inc. Estimate for a Lazer Z E-Series 72” Mower (with cr/for: Kawasaki FX75V V-Twin), leaving a price of $8,879.00. Based on understanding of there being no need to “advertise for bids” for purchases not exceeding $10,000 (and based on the stipulation of agreement from Attorney Carothers who will be contacted for certainty of action) a motion was made by Mewes, rescinded, then restated, to accept/approve the Schusters Outdoor & RV Inc. Estimate to purchase the unit. The motion was followed by a second by Neumann, and a 4-0 affirmative vote of approval. Accessory options will be review at the next Regular meeting, and, as approved, purchased separately.

Further equipment considerations: Council member Reedy stated that it is important “to get something done” on equipment needs. Carmichael recommended closure - “one thing at a time.” Since considerations for a mower have been decided, discussion turned to sweeper options. Employee Pike reported an undesirable situation of dirt build up on roads, which he described as presenting - “a sandpaper effect damaging to hard surfaces.” He indicated that he knew of a service provider in Crete he could contact to determine cost effectiveness and feasibility of an outside service provider for the community (for Memorial Day) while members determine the need and availability of sweeper purchase options. Members (Reedy, Carmichael) indicated their continued activity in checking out sweeper availability at such sites as Craig’s List and Purple Wave. The possibility of forming a committee to travel to check out promising options was discussed, but not firmed at this time. The tar kettle was discussed, with the one purchased from the County taken out of service, with accessories (as blink light) to be removed, and processes to be cleared with Attorney Carothers to initiate the salvage process of the unit originally purchased by the City for $50. The older unit was brought back into service, and is being used with definite attention to safety factors. Replacement is highly recommended, and will be addressed again at the next Regular meeting.

PLANNING AND ZONING: No applications to discuss. No candidates for Planning & Zoning membership discussed. Mayor Meyer will review what was described by Connie Mewes as a “driveway barrier being erected, using pallets.”


DANGEROUS DOGS (FOLLOW-UP AS NECESSARY): No new information to discuss. Removed from agenda until such time as need arises to revisit issues. Mayor Meyer will make inquiries regarding a potential dangerous dog “put down.”

EQUIPMENT: BACKHOE PURCHASE: Chris Peterson gave an overview of a used backhoe soon available for purchase/replacement of City’s 30-yr old backhoe with 10,000 hrs: Initial specs: $18,900; fr City of Beatrice; primary operator - Lineweber; 6,000 hrs. Council member Mewes stated that he felt the City was more in need of a mower at this time. Council member Carmichael said he did not believe the City would be gaining enough hours with this unit to justify purchase. Further elements of discussion supported negative decision now, but time remains for further consideration.


CLEAN-UP, including DESIGNATION OF CLEAN-UP DAY: Determination was made to hold Spring Clean-Up Day on April 19th, with notification by “flyer” designated to community members and service providers -- 2-3 weeks before the scheduled event.


Other:
Mayor Meyer asked about operational status of crack-sealing equipment. Pike responded that the kettle heated for two days without material reaching required fluidity. Heating oil and tubing issues were considered in the problem-solving process, with operational safety recognized by all as a primary concern. Plans are to get the old machine out and use it.
