June 18, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, June 18, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. DEMOLITION PROJECT: (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst) Asbestos testing completed at five locations. Jared Epp (per Adams) to be available shortly with equipment for demolition. Tree removal will be necessary first for one location. One property was described as “good” for a controlled burn.Three other properties are considered good options for controlled burns as well, with the Fire Department initiating the required paperwork for each determined endeavor. One property occupant will be evicted with all arrangements being made for discontinuance of utilities - Black Hills Energy (Pike will call) , Norris Public Power (Carothers will contact) and in preparation for immediate beginning of the demolition process. One other house and one garage were described as needing inspection. ASBESTOS TESTING INVOICES (JUSTIN JOHNSON): Motion (Neumann), second (Riensche),followed by 3-0 affirmative vote for payment (included in claims above) for $2,250.00 (Locations: 321 W Broad, 205 N Saunders, 300 W 2nd, 213 W 1st, 510 E lst). CLEAN-UP/VEHICLES: Two cases continued for two weeks. Noticeable improvement was noted at one location and review will continue.Three properties need additional follow-up. CRACK SEALING BIDS: Adams described remaining cracks needing attention at area recently worked on. Reedy will contact Tiemann once again for a bid on future work. Pike will discuss expectations in a second project with the initial service provider. PAPA B’S (BORGMAN) VACATING A PORTION OF THE ALLEY, EASEMENT: Carothers called for further clarification, and the easement was described as “a general utilities easement from Walnut Street to the RR right of Way, 20’ wide." SCHOOL - PORTABLE;TEMPORARY STOP SIGN AT CROSSWALK, ORDINANCE # 477: Carothers expects to have the Ordinance drafted for the next Regular meeting. ALLEY BETWEEN BROAD AND FIRST, COMING OFF DOUGLAS: Daklkoetter described inconvenient situations of a vehicles being left parked in the alley and preventing his access from the alley to his property. Carothers will draft a letter to the individual regarding City Code.
