Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the May 21, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $5,789.82; Bank Direct Payment - (941) Internal Revenue Service - $2,139.55; Arbor State - $125.28; Beatrice Concrete - $219.56 & 212.85; ; Blue Springs Cemetery (TX) - $2,800.00; Blue Springs Rural Fire Dept. (TX) - $2,900.00; Davidson Insurance (Annual Insurance Package) - $12,485.00; Eldon Izer (Tel. Comp.) - $5.00; NE Dept. of Rev. (501N) - $273.58; Norris Public Power - $1,320.18; Milton Pike (Tel. Comp.) - $25.00; Milton Pike - (Health Ins. ANNUAL INSURANCE PACKAGE (Discussion as needed): Insurance package was reviewed, with primary concern clarified. -- Lift Station/Loc. 002 (building and pumps) is covered (with standard $500 deductible in the blanket coverage of $400,800). Payment for Annual Insurance Package ($12,485.00) was included in motion of approval for current claims.
CONTINUED PLANNING (AS NECESSARY) FOR ANNUAL CAR/TRACTOR SHOW: Council member Neumann, with support by Mewes, presented for consideration the possibility of including a Carousel Unit to be set up in the park adjacent to Tractor Show activities during the annual celebration (August), and it was favorably received.
CABIN OPENING (REMINDER ADS): Information (advertising) is not yet available from the Daily Sun (Wolf) . Council member Wolf brought up dampness issues at the cabin, and the need to initiate a drainage system around the cabin to minimize problems. Input was provided by all. Employee Pike will review the situation, with plans in mind to trench around the cabin and set perforated pipe in place to provide south drainage.
PLANNING & ZONING: No new issues.
MFO FUNDS/$847.24: Determination was made by Mayor and Council to hold the received MFO money in the Fire Fund of General Checking, for application toward hydrant purchases in the Phase II/III Broad Street Water Main Project to be conducted during 2013.
SOFTBALL TOURNAMENT: STREET CLOSING REQUEST: A motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to allow for street closing (Cherry Street - at Adam’s, at Izer’s at dead end/North) 8:AM - 10PM - June 7, 8, 9, 2013 for the Softball Tournament.
CLEAN UP, CURRENT ISSUES: Several properties were removed from the clean-up list due to resolution of issues. Properties were designated to be posted for mowing, and Pike is again to document mowing events to support lien-attachment at season end. Attention was given to procedural needs following controlled burns by Fire Department, which in the recent case involved the activities of private citizens with the Fire Department, and this included NEASHAP/Fire Training forms. Clarification will be pursued, and necessary paperwork and actions will follow. City Attorney Carothers summarized the procedure in situations where property clean-up is needed at sites where ownership is not clearly established. Topics included suggestions for City representative to attend Sheriff’s sales, explanation of the three-year ride of redemption and treasurer’s tax deeds, and foreclosure to reduce judgment, etc. Though many sub-standard properties were identified for potential arrangements for property inspection/condemnation procedures. and various clean-up options discussed, with Mayor Meyer and Council members Mewes, Neumann, Reedy and Wolf each providing input (which was in some cases not in agreement), potential for future address of such properties was left open, and primary focus fell to one property on the current list. City Attorney Carothers will research the status of that property/sheriff sale scheduling, and will contact Lancaster County law enforcement as necessary to try to get an address for the property owner on record.
