Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
APPROVAL OF MINUTES: Motion (Neumann), second (Rainey), 3-0 affirmative vote to approve minutes of the May 19, 2026 meeting.

PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications.
DEMOLITION PROJECT: Per email from Carothers: (Bohlmeyer) Dilapidated Building - all of the documents to obtain the Structure Burn Permit from the State Fire Marshal's office have been signed and were mailed today. Scheduled burn date is Saturday, June 20th; alternate date is Saturday, June 27th. Property owner (Danny Bohlmeyer) has been advised of both dates.
CLEAN-UP/VEHICLES: Per email from Carothers:
Nuisance Properties - I was able to view the properties recently. Here is what I observed.
1. property - beat up black four door sedan has been removed from the property and the property has been mowed. Construction materials have been moved over by the shed. There is a pick-up bed trailer on the property full of stuff…. Some improvement was noted by members.
2. property - not much has been done to address the nuisance conditions. I will get updated photos and get a complaint on file with the County Court… No improvement was noted by members.
3. property - no progress has been made to address the nuisance conditions.
4. property - I do not know what to think about this property. Every time I drive by this property, the front lawn and back yard are cluttered with a lot of items, but it never seems to be the same junk. Mayor, did you get an opportunity to talk to property owner?…. Reedy indicated he had talked to the property owner and gave suggestions, as a barrier to obstruct view of working area.
Three courtesy clean-up letters were requested.
VACATE ALLEY/STREET EASEMENTS: NARRATIVES: Per Carothers email: I have not heard anything from Chris Witulski since I last spoke with him over a month ago. Mayor, please call Chris and see where he is at…. Reedy will try to make contact.
WATER LINE PROJECT: DETERMINATION OF LOCATIONS AND PRIORITY: Engineering Grant being pursued.
PARK RESTROOM/GRANT OPTIONS/RESTORATION: Per Reedy, Jared McKeever continues to pursue grant funds. Per Dodge, Gene Casper will be submitting project figures shortly.
INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: No new information.
STREET SIGNS/TRAFFIC CONTROL – WALNUT AND BROAD STREETS, AND OTHER STREETS: Contact will be made (Clerk) with State to discuss procedure to request lowering “approach” speed limit
SECOND CLASS CITY VS. VILLAGE CLASSIFICATION/SPECIFICS OF A SPECIAL ELECTION: Per email from Carothers: Election to Change to a Village - I have had an initial conversation with the Election Division attorney in the Secretary of State's office. They are looking at the issues we discussed. I will get back with them upon my return…...
EXCESS EQUIPMENT; (OPTIONS: 1975 Dodge D600 2 ton dump truck; Ford 455 backhoe Model 455C, Serial ABD435D; International Tractor 544; caterpillar 1958 N 112, road grader; sweeper).
Reedy discussed with Woutzke -- selling old truck and the New Holland (to replace with a better unit. Reedy will be contacting Purple Wave this week (and Carothers to activate compliance procedure).
LOCATE TICKETS (ACTIVITY SUPPORT): Information is expected (Riensche) regarding People Service guidelines/cost and Reedy will keep in contact with Valentine for expense comparison.
LAGOON (GATE) – REEDY: Reedy indicated that the bordering property owner would like to put up a south gate to discourage entry, at owner expense/setup. This would have advantage to the City in reference to general trespass and illegal dumping. A motion by Rainey, second by Neumann, and a 3-0 affirmative vote approved the project requested by the adjoining property owner.
Other: From Carothers email: Eric McMurry MicroTIF Application - application was sent to Andrew Willis and Alison Janecek-Borer at Cline Williams for review. The application will need to be revised and Alison outlined what needs to be done. I will get together with Eric McMurry upon my return and get a revised application completed so this project can move forward. It is a little more involved than what the application suggests, but it will be good to go through it so we know what to expect and can advise re-developers appropriately.
Other: Before the meeting got fully underway, Mayor Reedy presented Kevin Mittan and Carter Izer each with a $75 gift certificate from Mayor, Council and Papa B’s, this in great appreciation for volunteer, long-term clean-up/mowing of certain otherwise neglected properties.

PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: Following recommendation by P & Z Commission, motion (Neumann), second (Rainey), 4-0 affirmative vote to approve Building Application #26-3 for Wilma Zarybnicky (fence). Applicant will be notified of approval and fee.
DEMOLITION PROJECT: June 20 (alternate June 27) has been determined for a controlled burn. The Structure Burn Permit Application has been completed (by Carothers) and Fire Chief McCrimmon has been contacted (by Carothers) for his signature.
CLEAN-UP/VEHICLES: No change was noted for one infraction. Review will continue.

PARK RESTROOM/GRANT OPTIONS/RESTORATION: Application for Thomas Grant has been signed by Mayor and Council President. Jared McKeever has been authorized to submit another Morris Foundation grant. The Park Board is scheduled to meet this week.
INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Pending.
STREET SIGNS/TRAFFIC CONTROL – WALNUT AND BROAD STREETS, AND OTHER: Review of stop sign placement still under review. Adams suggested contact with engineer regarding placement of stop signs. Determination made (motion – Rainey, second – Neumann, 4-0 affirmative vote) to contact State to “inquire if speed limit could be lowered in approach to the area.”
SECOND CLASS CITY VS. VILLAGE CLASSIFICATION/SPECIFICS OF A SPECIAL ELECTION: Carothers and Hill to conduct conference call for full information needed.
WATER/SEWER RATE INCREASES – ORDINANCE 482: Motion (Neumann), second (Rainey) 4-- affirmative vote to suspend the remaining two readings of Ordinance 482, followed by motion (Riensche, second (Neumann), reading of Ordinance # 482, per: AN ORDINANCE TO AMEND WATER RATES; TO AMEND WATER RATES PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM; TO ESTABLISH A MINIMUM MONTHLY RATE OF $28.00 AND $2.50 A PER THOUSAND GALLON RATE TO BE PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM BASED ON QUARTERLY CONSUMPTION; TO AMEND SEWER USE CHARGES PAID BY SOUTHERN ELEMENTARY SCHOOL AND FAMILIES, BUSINESSES, AND ESTABLISHMENTS CONNECTED TO THE MUNICIPAL SEWER SYSTEM; TO ESTABLISH A MONTHLY RATE OF $22.50 FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS AND A QUARTERLY RATE OF $190.00 FOR SOUTHERN ELEMENTARY SCHOOL; TO PROVIDE FOR THE REPEAL CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE.

BUILDING INSPECTOR/BUILDING CODE: Pros and cons were discussed by members and attendees, with final determination being to remove the topic from the agenda, but possibly revisiting adoption of building code at a later date. It was determined at this time that fees and time lag caused by building inspection in its various stages would likely negate construction interest in the community (make it less inviting to investors), and that more advantage would be gained by well-informed pursuit for excellent contractors for the various building phases.
CABIN SIGN: Sign will be reviewed by the Park Commission at its next meeting.
TIF APPLICATION: ERIC MCMURRY: An application by Eric McMurry has been completed for a location (Broad Street and Washington) for a residential structure, and the application (motion – Rainey, second Riensche, 4-0 affirmative vote) approved forwarding to Carothers for his review and handling on behalf of the City.
