The Regular Meeting of Mayor and Council was held on April 19, 2016, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes , Neumann, Reedy
ABSENT;
OTHER ATTENDEES: City employee Mike Pike, Gilmore engineer Keith Gilmore, Connie Mewes, one minor
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote to approve as sent the April 5, 2016, Regular meeting minutes: Mewes, Neumann, 4-0 affirmative.
After review, motion, second, and vote (Carmichael, Mewes, 4-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. of Rev. (# 10) - $230.97; Salaries: $2,072.23; Black Hills Energy - $29.63; Concrete Industries - $1,296.00; Arbor State - $133.66; NE Dept. of Revenue (51C) - $3,439.00; Milton Pike (Reimb) - $22.95; Postmaster - $168.00; Security First Bank - (Pike/IRA) - $55.00; Windstream - $73.56; Wymore Lumber - $194.58; TOTAL CLAIMS: $7,715.58.
CDBG PROJECT # 15 PW-015 / PLANS - SPECIFICATIONS (GILMORE) and w/ DRAWDOWN
# 1/ADMINISTRATION: Paperwork has been completed to initiate drawdown # 1. Gilmore engineer Keith Gilmore gave the overview of plans and specifications (aspects: advertisement for bids, instructions to bidders for construction contracts, bid, notice of award, agreement between owner and contractor for construction contract, performance bond, payment bond, notice to proceed, contractor’s application for payment, change order, certificate of owner’s attorney, standard general conditions of the construction contract, supplementary conditions, article 3 - general requirements, article 4 - earthwork and culverts, article 5 - superpave asphaltic concrete, article 6 - P.C. concrete construction, article 7 - Misc. construction and SWPPP) and called for questions. No concerns were addressed. A motion by Council member Reedy, second by Mewes, and a 4-0 affirmative vote accepted/approved the plans and specifications (project manual and drawings) and the engineering estimate of $480,000. A motion by Council member Mewes, second by Reedy, and a 4-0 affirmative vote provided approval to set/designate bid-letting time/date as 11AM- May 13, 2016 -- to provide for accomplishment of decision at the May 17th Regular meeting of Mayor and Council. (Late summer, fall construction anticipated). Employee Pike will “take out trees,” and later discussion with contractor will adjust price in accordance with work remaining (stump removal?) and work already completed.
ASPHALT PROJECT (CHURCH) (South Side - Approx. $3,000 per Gilmore - 1497 sq. ft.) REQUEST FOR CONSIDERATION FOR CITY TO PAY HALF?: Since this project is planned “outside grant activity,” decision will be delayed pending ultimate grant cost-factor outcome (availability of funds).

RESOLUTION 2016- 5---STOP SIGNS: Pending preparation of resolution by City attorney. (The City attorney will also be contacted for advisement/input in reference to prohibition/responsibility/accountability factors in situations wherein private vehicles (as pick-ups) damage private and public roadway while participating in “mudding” activities.
CITY CELEBRATION, MISC. ASPECTS AS NECESSARY: Plaques and posters are under review, with avenue of support (Becky Reedy) pursued in support of plans preparations being made by Verona Neumann and Connie Mewes.
HJP PEST CONTROL/ SEASONAL SPRAYING - 5/31, 6/14, 6/28, 7/12, 7/26, 8/9 -
Price @ 235.00 with 4% discount for early pay - $1,353.60: All members participated in discussion that resulted in determination to extend the spraying schedule thru August and into September (in accordance with service provider availability). HJP Pest Control will be contacted, and Mayor and Council will reevaluate upon the availability of updated information.
MFA AGREEMENT/RESOLUTION-2016-6: MFO/INTERLOCAL AGREEMENT/RESOLUTION 2016-6:
Motion by Council member Mewes and second by Reedy to approve Resolution #2016-6, with Freddie Naumann as representative and Hugh Carmichael as alternate.
Resolution # 2016-6 read:
(WHEREAS, the Nebraska State legislature has passed the Mutual Finance Assistance Act, which provides an opportunity for increased funding for fire districts, villages, and first-class cities: WHEREAS, in order to participate in an application for such funding, municipalities must join in an interlocal agreement with fire districts comprising at least 80% of the rural population of Gage County, Nebraska: WHEREAS, an agreement has been prepared that will meet the requirements of the Mutual Finance Assistance Act, and will result in specific state aid to Gage County for fire and rescue purposes, in addition to currently available funds: WHEREAS, the City of Blue Springs, Nebraska, is authorized to enter into such an agreement pursuant to the Interlocal Cooperation Act, and the Nebraska Mutual Finance Assistance Act; and WHEREAS, this Board or Council must appoint a representative and an alternate representative to sit on the joint board provided for in the reference agreement. NOW, THEREFORE, BE IT RESOLVED by this body that the City of Blue Springs, NE is authorized to execute the Interlocal Cooperation Agreement which accompanies this Resolution, providing for a uniform levy of three cents on each $100 of taxable valuation of a property subject to levy, and which distributes aid one-half on the basis of property valuation, and one-half on the basis of population. BE IT FURTHER RESOLVED, that Freddie Naumann shall serve as a representative on the joint board for the Interlocal Agreement and Hugh Carmichael shall serve as an alternate representative to such board...)
Followed by: VOTE ON MOTION (Carmichael - Yes; Mewes - Yes; Neumann - Yes; Reedy - Yes) to approve and accept Resolution 2016-6 and thereby the Interlocal Agreement.
PLANNING AND ZONING: No new applications.
CLEAN-UP: Review after Clean-up Day/Decisions: Employee Pike stated that “only two roll-offs” were needed this year, with “less to be picked up.” He also noted that he noticed “a few places that could have put stuff out.” In general clean-up issues (on current list), one property owner will be contacted (by Pike) to “put fence panels back up.” In reference to another situation, Council member Mewes said it was his understanding “Korslund would not be retiring until a replacement is found.”

CDBG PROJECT # 15 PW-015 MISC. ASPECTS AS REQUIRED: John Berry notified members that the plans and specifications to be prepared by Gilmore should be available at the next Regular meeting (April 19).
PAVING (BLOCK-ADDITION) OUTSIDE GRANT (JOHN BERRY): Mayor Meyer stated that he didn’t think adding an additional block (initially identified as Douglas between 1st and 2nd , with water crossing and concrete needs / approx. cost of $50,000 reported by John Berry) was feasible at this time. Council member Reedy stated he felt it should be “put on the back burner”, pending close of grant work and further review. Remaining members agreed. Also, it is not yet known if the Church wishes to proceed with work as priced in approximation by Gilmore, ($3,500 and $3,000?) and which would need to be done “outside the grant process.”
ARMOR COATING PROJECTS/OPTIONS: All members were in agreement with decision to take advantage of the County “Continuous Road” armor coating project option ($11,000 @ mile) as applies to Blue Springs Streets (Cemetery Road to Broad; Hwy to Walnut (traffic lanes) ; River Road/Broad). The County is to bill the municipality for work done.
ORDINANCE #454 - STOP SIGNS: A draft of Resolution (not Ordinance) - # 2016-5 as prepared by Attorney Carothers was reviewed by Mayor and Council. Changes/additions were made to include other locations. All areas were identified as : 1st and Johnson (NW corner/SE corner) -- 1st and Douglas (SE Corner, NW corner -- 2nd Street - Douglas (NE corner, east) -- Jones & Wilson (NW corner) -- requested by Steve Pomeroy. Employee Pike was asked to order Stop signs (10).
CITY CELEBRATION, MISC. ASPECTS AS NECESSARY: Council member Reedy indicated that he (and primarily Tim Brown) were pursuing sponsorship for the trophies for this year’s event (which would result in considerable savings to City). Reedy also advised that the tree behind the cabin has been planted and requested that the hydrant be turned on (and padlocked) so the tree could be watered. Steve Pomeroy suggested addition of a “lawn mower pull.” Consideration will be given. Council member Neumann (and Connie Mewes) gave information about plans for the memorial-type plaques (tractor show) for Harold Seachord, Gary Neumann, and John Carmichael. Alternate days scheduling of the event was discussed, but is still under review. Participation aspects by the Fire Department were mentioned but are presently undecided/unknown.
MFA AGREEMENT: No new information.
PLANNING AND ZONING: No new applications.
CLEAN-UP: Discordance within reintroduction of a clean-up issue prevented focus on resolution. No other issues were addressed, pending outcome of Clean-Up Day.
