The Blue Springs Regular Meeting of Mayor and Council was held on April 4, 2017, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy

OTHER ATTENDEES: John Berry, Ryan Wiese, Michelle Manes, Rex Adams, Dan Disney, Connie Mewes
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearings/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Carmichael, Mewes, 4-0 affirmative) to approve as sent minutes for the March 21, 2017 Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service (941) - 1,730.79; Salaries 2,995.56; Arbor Ink - $52.37; NE Dept. of Revenue (941N) - $190.07; Norris Public Power - $1,261.10; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Reimb. - (Seat/Frame/Grate) - $360.00; Roehr’s Machinery - $115.01; Security First Bank (Pike - IRA) - $55.00; Shell - $332.10; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Arbor State - $239.96; Wymore, City of (Tower/Individual) - $2,527.46; Wymore Oil Company - $25.50; TOTAL CLAIMS: $9,914.92.
ANNUAL INSURANCE PACKAGE: Ryan Wiese and Michelle Manes gave the overview of the annual insurance package (new coverage cycle began - 4/3/17) with estimated annual premium total of $13,626.00. Suggestion was also included that the City may wish to compare premium cost for “cash” and “replacement value” options. Members agreed, and comparative figures are expected to be compiled for presentation at the next Regular meeting of Mayor and Council (4/18/17).
CDBG PROJECT # 15 PW-015: PROGRAM AUDIT UPDATE: Information not yet available.
PLANNING AND ZONING, WHICH MAY INCLUDE NEW MEMBERSHIP: No new applications. Considerations for suggested members continue.
EQUIPMENT: WHICH MAY INCLUDE MOWER-ACCESSORY(PURCHASE)CONSIDERATIONS,
REVIEW OF OPERATIONS/OUTSIDE SERVICES/PURCHASE & SALVAGE : as might include - SWEEPER, BACKHOE, TAR KETTLE, ETC.: Mayor Meyer inquired as to whether the accessories wanted for the recently-purchased mower were acquired. Council member Reedy told that the “sun shade” and “trash bag” were included. Reedy also presented for consideration - information for a potential sweeper purchase ($12,000 Cummins 5.9, Isvsa 4 cyl, new hose, 11 22.5 tires, auto, 0 clean sweep, came from Beatrice - present location: Tekamah). Council member Reedy made a motion to approve $12,000 purchase of the sweeper, based on satisfactory evaluation of the unit by himself and Employee Pike (and other members as available), and the motion was seconded by Neumann and approved by a 4-0 affirmative vote.
BASKETBALL HOOP (per request: Connie Mewes): Tabled until the next Regular meeting.
PARK SIDEWALK: (per: Carmichael - (which may include Gilmore Plans/Drawings w/ handicap accessible considerations, south side sidewalk treatment, full sidewalk treatment, and possibly grant options: John Berry addressed members with the primary purpose of clarifying project scope, direction and intent. Keith Gilmore, John Berry, and Employee Pike and Council member Reedy will correlate schedules (“next week, but not Tuesday”) for on-site evaluation. Connie Mewes suggested the City might “fix the south side, and then wait and see what results in the way of successful grant applications.” Jan Morris is expected to provide the bulk of the information in regard to grants, and has stated to Council member Reedy that she is willing to make applications on behalf of the City.
CLEAN-UP: No activity.
PUBLIC COMMENTS: Rex Adams addressed Mayor and Council, with brief comments by Dan Disney, and members responded to community improvement/clean-up issues, which included various aspects -- - (Adams) --- to: “get rid of blighted, neglected properties,” “suspend littering issues” - as indiscriminate and unsolicited tossing of flyers (Penny Press) throughout the community, “pursue County funds being committed to the south” and he recommended strong consideration for “mandatory garbage pick-up.” Mayor Meyer responded that the City needs to consider “majority wishes,” on the mandatory garbage pick-up issue. Adams’ further comments included appreciation as well as suggestions in reference to improvements obtained and resulting from “council leadership.” He also noted “unfair notoriety in the press” and suggested a better understanding could be derived from “block to block evaluation” of the tax base. “Society is changing,” Adams said, “and we should continue to “work toward change and take advantage of various options to clean up and improve the City. We have a great community, great people. We need to dedicate effort to change the existing cultural mindset.”
