September 2, 2025 Blue Springs City Hall 7:00 p.m. The 2025-2026 Budget Hearing was opened at Blue Springs City Hall at 7:00 p.m. on September 2, 2025-- by motion (Riensche), second (Neumann), and a 4-0 affirmative vote. Roll call was taken: Present: Mayor Sedlacek, Council members Neumann, Rainey, Reedy, Riensche Absent: Other attendees: Attorney Andrew Carothers, Verlyn Dodge, Carol Hughes, Bev Acton Three copies of the proposed budget statement were available to the public. Notice of the Special Hearing was published in the Fairbury Journal-News newspaper on August 27th, 2025, Wednesday. Brian Blobaum made the presentation of key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year's budget. A copy of the budget notes is attached to the office copy of the minutes and available for public review. The floor was then opened for public comment on the proposed budget statement. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Neumann, seconded by Riensche, and followed by a 4-0 affirmative vote (Neumann, Rainey, Reedy. CATTLEMAN'S BALL APPRECIATION STATEMENT. Bev Acton expressed gratitude to the City of Blue Springs for support of the event, showed a photo of the event site, and shared info regarding money raised, and amounts shared for various assistance with proceedings. 2025-2026 BUDGET DECISION: Motion (Riensche), second(Neumann), 4-0 affirmative vote (Neumann, Rainey, Reedy, Riensche) approved the 2025-2026 Budget as presented. 2025-2026 Resolution 2O25-4 PROPERTY TAX REQUEST: Motion (Neumann), second (Riensche), reading by Blobaum, followed by 4-0 affirmative vote (Neumann, Rainey, Reedy, Riensche) approved Resolution 2O25-4 , setting the property tax request. A copy of the resolution is attached to the office copy of the minutes and available for public review. Municipal Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2025 / Resolution 2025-3 . Motion (Riensche),second (Rainey), reading by Carothers, followed by 4-0 affirmative vote approved Resolution 2025-3. PLANNING AND ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: None DEMOLITION PROJECT: One property owner has completed clean-up activity and the court date will be dismissed with agreement of council. Ron Thompson will be contacted to do an asbestos inspection of the structure on the property. Owner affidavit will be completed for a controlled burn of the house. Signatures are still pending for approval for a control burn on another property. October or November is expected to be the schedule for controlled burning of both properties. CLEAN UP / VEHICLES: A certified letter will be sent to one person. Two properties have been cleaned up. And, thanks to Dodge for interest, purchase, and intended additional purchase, nuisance situations are expected to be totally resolved at two other locations.
