Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:32 PM, Acting Mayor/Council President Wolf called the Regular meeting to order and roll call was taken. A motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve as sent the April 16, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Direct Bank Payment - Internal Revenue Service (941) - $1,490.45; Salaries: $3,930.33; Arbor Ink - $126.97; Black Hills Energy - $34.36; Constellation Energy - $61.04; Eldon Izer (Tel. Comp.) - $5.00; NE Dept. of Rev. (501N) - $182.58; NE Public Health Environmental Labs - $14.00; NE Rural Water Association - $75.00; Norris Public Power - $1,294.90; Milton Pike (Health Ins. Comp.) - $426.38; Milton Pike (Tel. Comp.) - $25.00; Postmaster - $250.00; Security First (Pike - IRA) - $55.00; Shell - $356.54; Temps Disposal Service - $450.00; Wymore Arbor State - $106.31; Wymore Lumber - $86.02; Wymore Oil Company - $199.65; TOTAL CLAIMS: $9,169.53.
ANNUAL INSURANCE PACKAGE (Discussion as needed): Annual Insurance Package not yet received.
CONTINUED PLANNING (AS NECESSARY) FOR ANNUAL CAR/TRACTOR SHOW: Council member Reedy advised members that he plans to add 3rd place for cars this year, and “selecting judges” rather than “pulling” from those available. This will cause a minimal increase in Car Show activity cost. Council member Neumann indicated he may have a slight increase in Tractor Show cost as well. Both will still be within approved budget.
PLANNING & ZONING: No new applications.
POTENTIAL ARMOR COATING PROJECT: Armor Coating review which initially resulted from contact of citizens with Council member Neumann was discussed. Mayor and Council concluded that an armor coating project will not be activated at this time (perhaps next year), due to the time constraints involved with the current active Broad Street Water Main Project - Phase 11/111.
CLEAN-UP (REVIEW OF CLEAN-UP DAY, AND REGULAR CONCERNS): Clean-up Day was noted to have been successful, with three 30 yard roll-offs utilized. Two households included materials outside the range of accepted items, and this was or will be brought to their attention to avoid repetition in future Clean-Up events. In matters of general clean-up concern, three courtesy letters were requested, two for clean up after controlled burns, one for accumulation of garbage. Mandatory garbage pickup was briefly discussed, with no action taken. Mayor Meyer requested members to look around the community and bring up locations needing clean-up attention-- at the next Regular meeting.
CABIN: OPENING DATES/PUBLICATION: Council member Wolf inquired into the possibility of publishing in local newspapers the dates the Cabin will be open for public visitation. Mayor and remaining Council favorably reviewed the plan, which will begin as a posting to the City website, and Jim Spangler’s Website (Tourism). Local ads will be placed (Arbor State/Beatrice Daily Sun) which will list the following openings 10AM - 3PM - May 27th - Memorial Day, June 1st - Sam Wymore Days, July 4th - Independence Day, August 17 - Blue Springs Annual Car & Tractor Show, and September 2nd - Labor Day. Reminders of upcoming dates from this list may be also placed in the newspaper, depending on cost to be obtained by Wolf and reported to Mayor and remaining Council.
METER DEPOSIT REVIEW FOR EXCEPTION: Mayor and Council reviewed the request of a new utility customer who purchased a local residence for not having to submit a meter deposit, and a letter of excellent payment record was provided by the new customer’s previous utility company, as a basis for determination. Mayor and Council discussed the matter and concluded that no exception will be made.
