The Regular Meeting of Mayor and Council was held on March 19, 2019, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the March 5, 2019 Regular meeting.

ANNUAL CELEBRATION: Efforts continue (Reedy) for funding sources for Car Show trophies. Farmers Cooperative is anticipated to be the sponsor again for the Tractor Show plaques (Neumann).
PLANNING & ZONING: No new applications. A local resident contacted members prior to meeting, requesting consideration for the placement of a storage container in residential area, providing structural changes (roof) were made to it. Attorney Carothers was not in attendance to discuss existing ordinance stipulations.
CABIN PRESERVATION ISSUES: No new information.
CLEAN-UP: Spring Clean-Up Day was designated as Wednesday, April 24th, 2019, with roll-off (Temps) to be provided to facilitate 7:00 AM beginning pickup, and landfill notified of Friday, April 26th drop-off service date.
OTHER:
Council member Carmichael provided review materials for available backhoes. The review will continue, with comparisons of used/new units and purchase/lease options.

It is difficult to anticipate demolition schedule due to weather, but, per Carothers - 2-3 weeks is a speculative timeline.
CITY PARK/FEIT MEMORIAL PARK IMPROVEMENTS OPTIONS/GRANTS, AS PER AVAILABLE INFORMATION (DEAN COLE): Copy of the Gage County Foundation Grant Application (Dean Cole) is attached to the office copy of the minutes and will be available for review upon request by interested parties.

ANNUAL CELEBRATION: Additional review is required prior to the establishment of a budgetary amount (advertising, bounce house, tractor show prizes, trophies (sponsored in part, and some relabeled, etc.) , and Council member Reedy will work up the expense estimates and opportunities for grant applications. The deadline for the NE Tourism grant has passed, but there exists a potentiality for other fund options.

CABIN PRESERVATION ISSUES: A copy of the Gage County Foundation Grant Application (Morris/Reedy) is attached to the office copy of the minutes and will be available for review by interested parties. In a (Morris) email also attached, it was noted that “the Nebraska Preservation Office approved plans for the Cabin preservation…However, one of the main criteria for its National Register listing is that it remains in its natural setting as a museum. The 20-ft move keeps it in its natural setting.”
CLEAN-UP: Anthony Shepardson, Ordinance Enforcement Officer will meet with Carothers this Saturday for remaining review of guidelines, procedures.
OTHER: Darren Allington requested waived City Hall rental fee for March 24th, for a Pancake Feed for the 16 and Under (Lauby) Blue Springs Softball group. No objections were stated, and arrangements will be made for a softball associate to pick up the key at City Hall.
Employee Pike informed members of ongoing operational problems with the City backhoe. Several situations have been temporarily corrected, but problems keep arising (30-year old unit) , which point toward consideration for a replacement. Employee Pike and members will begin review of purchase options and opportunities.
