Regular Session: 7:00 PM – Blue Springs City Hall – Mayor Reedy called the meeting to order, and roll call was taken.

Notice of the Hearing/Meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
APPROVAL OF MINUTES: Motion (Neumann), second (Rainey) , 4-0 affirmative vote to approve minutes of the April 21, 2026 meeting.

PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications. R. P Harrison asked if it would be permissible to change location of the structure to the west side of the house where adequate setback is available on approved Building Permit # 26-1. No objections were made by P & Z members present, nor by council.
DEMOLITION PROJECT: Per email from Carothers: Property owner has signed the owners' Affidavit of Permission to Burn and Fire Chief McCrimmon is in the process of getting me a date and an alternate date for the controlled burn. I do not know when the Fire Department's next meeting is, but I will get the Application for Structure Burn Permit completed, signed and submitted as soon as possible after I am given dates. No other properties were discussed.
CLEAN-UP/VEHICLES: Per email from Carothers: I was not able to get a hold of property owner to set up a time to meet him at his property to discuss what needs to be picked up at the telephone number given. Please have him give me a call so that I can set up a time to meet with me. Since I will be unable to review the properties this evening, I will give an update at the May 19th meeting. Also, Mayor Reedy will continue conversation with the aforenoted property owner to clarify issues. No other properties were discussed.
VACATE ALLEY/STREET EASEMENTS: NARRATIVES: Not yet available.
WATER LINE PROJECT: DETERMINATION OF LOCATIONS AND PRIORITY: JEO is working on it (grant for the study) and should have figures soon.
PARK RESTROOM/GRANT OPTIONS/RESTORATION: Per email from Carothers: Park Project and Thomas Foundation grant application - THIS IS VERY IMPORTANT. The Thomas Foundation has approximately $50,000.00 to give to the City for this project. (To meet the deadline for grant aplication, A motion by Riensche, second by Rainey, and a 4-0 affirmative vote approved Carothers to make the grant application). In speaking with Jared McKeever the following additional funds are available for the project: $20,000.00 from the Morris Foundation for this project;$28,579.00 from the Wymore/Blue Springs area fund allocated for this project; and $20,000.00 to $25,000.00 left over from the last demolition grant.It is my understanding that the grant application for the Morris Foundation funds was for a new bathroom, and not a renovation of the existing bathroom, so if the City wants to include those funds in the project, it will need to be a new bathroom.With all of these funds, plus the grant money from the Thomas Foundation, the City would be able to fund this project. Jared McKeever agreed that the funding received was allocated for a “new” bathroom not a renovation project and that changes (re-application for grants)could be required to change the original plan that was used as a basis for grant awards,and he expressed his willingness to work with the City whichever route it decided to take. There were those present who felt renovation of the existing City restroom was a good idea, and pricing is being pursued (Karen/Verlyn Dodge)for both options, with quotes expected to be availabe by the next regular meeting on May 19th.
INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Not yet available.
STREET SIGNS/TRAFFIC CONTROL – WALNUT AND BROAD STREETS, AND OTHER STREETS: A three-way stop was discussed for the Walnut/Broad Street location.
SECOND CLASS CITY VS. VILLAGE CLASSIFICATION/SPECIFICS OF A SPECIAL ELECTION:
Per Email from Carothers: Election to reclassify as a village - spoke with Dawn Hill after the last meeting. The cost to conduct a special election will be between $5,000.00 and $6,000.00. Dawn, Kristy Abraham from the League of Nebraska Municipalities, any myself are in the process of arranging a telephone conference call with the legal counsel for the Election Division of the Secretary of State to see how this would be handled if we had the election at the general election and to address other questions that Dawn and I have.
WATER/SEWER RATE INCREASES – ORDINANCE 482: Riensche asked that more time be given to individuals to come forward. Ordinance #482; was read, per: AN ORDINANCE TO AMEND WATER RATES; TO AMEND WATER RATES PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM; TO ESTABLISH A MINIMUM MONTHLY RATE OF $28.00 AND $2.50 A PER THOUSAND GALLON RATE TO BE PAID BY CONSUMERS OF WATER SERVICE FROM THE MUNICIPAL WATER SUPPLY SYSTEM BASED ON QUARTERLY CONSUMPTION; TO AMEND SEWER USE CHARGES PAID BY SOUTHERN ELEMENTARY SCHOOL AND FAMILIES, BUSINESSES, AND ESTABLISHMENTS CONNECTED TO THE MUNICIPAL SEWER SYSTEM; TO ESTABLISH A MONTHLY RATE OF $22.50 FOR RESIDENTIAL AND COMMERCIAL CUSTOMERS AND A QUARTERLY RATE OF $190.00 FOR SOUTHERN ELEMENTARY SCHOOL; TO PROVIDE FOR THE REPEAL CONFLICTING ORDINANCES AND SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE. But No vote was taken.
EXCESS EQUIPMENT:
(OPTIONS: 1975 Dodge D600 2 ton dump truck; Ford 455 backhoe Model 455C, Serial ABD435D; International Tractor 544; caterpillar 1958 N 112, road grader; sweeper) Debate was held regarding the advisability of getting rid of the road grader. Although the County might be available to clear heavy snow from gravel roads, they would do their own area first. Also, it was discussed that the three to five thousand anticipated from a sale would be negated by no longer having a grader in inventory, and cost to replace it. Discussion will continue.
BUILDING INSPECTOR/BUILDING CODE: Information to be provided to Carothers regarding possibility of a local individual (Dodge) testing for the position. The adoption of a building code was recognized as a necessary/timely component.
CABIN/ GENE REEDY SR.: A sign (from Jan Morris) for the cabin is being reviewed, with cost estimates forthcoming from the Park Commission. Such information will then be presented to Mayor and Council.
STREET SUPERINTENDENT (REEDY): No action was necessary as this time.

PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: Following P & Z recommendation for passage of Phil/Tana Padgett application for structure building permit #26-2, motion (Rainey) , second (Dorn), and followed by a 3-0 council affirmative vote for passage/approval.
DEMOLITION PROJECT: Carothers reported: Pillen rescinded burn ban. One structure will be scheduled for controlled burn (thru arrangements with Fire Chief and Fire Marshal) for sometime in June.
CLEAN-UP/VEHICLES: Two certified letters with compliance deadline of May 19th were prepared by Carothers for mailing. Other properties were discussed with action pending.
VACATE ALLEY/STREET EASEMENTS: NARRATIVES: Per Carothers: To preclude alley vacating, 30’ General Utility Easement is being prepared for Norris approval and property owner signatures.
WATER LINE PROJECT: DETERMINATION OF LOCATIONS AND PRIORITY: Per Reedy, M. Schultis of JEO Consulting Group is putting figures together. Project start date for actual work can not yet be projected.
PARK RESTROOM/GRANT OPTIONS/RESTORATION: Park Board will be meeting 7PM, April 28 – Blue Spring City Hall to address issues regarding location, funding options for a new structure in the City park, and possibly will discuss renovation of existing City restroom outside City Hall. Opinions differed as to which (new building vs renovation) would be the best and the most cost-effective. However, existing grant funds have been allocated to new construction. Carothers indicated that July 1st was the date pertinent to grant proposal for funds from the Thomas Foundation.
INTER LOCAL (LIMITED) WORKFORCE AGREEMENT BETWEEN WYMORE AND BLUE SPRINGS: Tabled until the next regular meeting.
SPEED BUMPS – WALNUT AND BROAD STREETS: Liability issues and problems during snow removal were discussed. Traffic signs were entered as an option to minimize the problem, both in this area and in other parts of the municipality where signs are in poor shape. ( as A Street). Review will continue.
SECOND CLASS CITY VS. VILLAGE CLASSIFICATION/SPECIFICS OF A SPECIAL ELECTION:
Per Carothers: Dawn Hill is putting figures together regarding a Special Election, filing deadlines and voting for 5 trustees, with a potential mailing of ballots for a late Spring (May?) Special Election. Carothers will have more information at the next Regular meeting.
RURAL WATER RATE STUDY: Results of study recommendations: Water Basic $28.00 monthly, with quarterly readings Water Basic $28.00 plus $2.50 per thousand gallons for the period, and Sewer Basic $22.00 monthly (School - $190.00). Following discussion favorable to the calculations and a July 1st effective date it was determined that Carothers prepare Ordinance # 482 for review at the next Regular meeting.
EXCESS EQUIPMENT: (OPTIONS: 1975 Dodge D600 2 ton dump truck; Ford 455 backhoe Model 455C, Serial ABD435D; International Tractor 544; caterpillar 1958 N 112, road grader; sweeper) Mayor Reedy will discuss additions to the list with Milford Woutzke. Purple Wave will take pictures, and schedule items for auction.
BUILDING INSPECTOR: More information will be sought ( per Carothers: Wise potential prices, as possibly a seven inspection series during construction at potential cost of $35 each, which would be added to the cost of getting a building permit, and which would require first City adoption of the International Residences Code, and possibly (for commercial applications) the International Building Code.
FEIT PARK: PORTABLE TOILET: Members agreed (motion (Riensche), second (Rainey), 4-0 affirmative vote) to have one again this season (until October) , and the service provider will be notified.
PICKLE BALL NET / SCHLAKE: Delferd Schlake asked if he could put a temporary net at the tennis court, and members agreed. Discussion also included the possibility of future changes at the court to facilitate use for the rapidly growing sport.

PRESIDENT OF COUNCIL: Following discussion, motion (Riensche ) , second (Dorn), and 4-0 affirmative vote to accept/approve Ronnie Rainey as President of the Council.
