The Regular Meeting of Mayor and Council was held on November 21, 2017, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann
ABSENT; Council member Reedy
OTHER ATTENDEES: City Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Republican candidate for Legislature Joe Murray (introduction and handouts)
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve as sent minutes for the November 7, 2017 -- Regular meeting.
After review -- motion, second, and vote (Neumann, Mewes, 3-0 affirmative) to approve claims as follow: Direct Payment - NE Dept. of Revenue (# 10) - $372.22; Salaries - $2,074.84; Black Hills Energy - $30.04; NE Public Health Environmental Labs - $15.00; Office Depot - $445.50; Roehr’s Machinery $44.27; Security First Bank - (Pike - IRA) - $55.00; Windstream - $76.14; Wymore Arbor State - $212.63; TOTAL CLAIMS: $3,325.64.
PLANNING AND ZONING: No new applications.
CITY BUILDINGS REPAIRS: COMPARATIVE ANALYSIS/INSURANCE FACTORS: Following discussion, a motion was made by Council member Mewes, seconded by Carmichael, and approved in a 3-0 affirmative vote to accept and authorize Mayoral signature on the Tillotson Enterprises Spray Applications Contract #13866-12402 (attached to the office copy of minutes and available for public review) for Office/Shop/Storage Building- roof repairs in accordance with Everest Systems specifications, and in compliance with down payment requirements. Spring was set for the advertisement for asphalt shingle replacement/repairs on the rest room building, and park shelter.
ACQUISITION OF BROAD STREET PROPERTY, REMAINING ASPECTS: Upon receipt of the “signed assignment,” (expected shortly), financial aspect will be completed through payment from attorney and reimbursement by City to set the City in place to initiate action. Discussion regarding acquisition of another property will be initiated by Council member Carmichael, and addressed further at the next Regular meeting.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, as well as: INOPERABLE /UNLICENSED VEHICLES: No vehicles were addressed. City Attorney Carothers advised that all letters except two that will be going out on 11/22, have been mailed for determination of selections for a Thomas Foundation grant application for removal of dilapidated buildings.

CITY BUILDINGS REPAIRS: COMPARATIVE ANALYSIS/INSURANCE FACTORS: The Bob Olson actual cash value estimate, based on the age as
indicated with the building built 1981was provided for review (and is attached to the office copy of the minutes, and therefore available for public review). It was discussed. Mutual preference of roof covering product was shared, however, no official decision for repair contractor was made at this time, pending cost analysis for recommended tuck pointing procedure. Tabled until advised repair procedure study is complete. In the interim period, a contractor will be contacted - to relate City plans for tuck pointing, and to determine acceptance timeline for the estimate.
MANDATORY TRASH PICKUP- INPUT BY SHELBY TEMPS: Shelby Temps introduced many factors which influence efficiency, and he stressed that mandatory garbage and City collection should be kept “as simple as possible” to eliminate any major communication requirements between Temps and the City. Attorney Carothers asked if Temps would be more comfortable with continuing to bill accounts should the City go with mandatory garbage. Shelby indicated that would be his preference, however he realized that it would have restrictive impact on a mandatory program. Council member Neumann stated that most residents are already signed up for garbage pick up, and that some of those remaining might “not be able to afford the service.” She made a motion to remove considerations for mandatory trash pickup from the agenda. The motion was seconded by Mewes. The resulting vote of approval came in a vote of: Carmichael - yes; Mewes - Yes, Neumann - Yes; Reedy - No.
ACQUISITION OF BROAD STREET PROPERTY (CAROTHERS CORRESPONDENCE): Procedure continues.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, as well as INOPERABLE/UNLICENSED VEHICLES: Attorney Carothers provided copies of proposed Blue Springs Dilapidated Properties list. # 1 noted the definite grant application houses, # 2 noted those for which written correspondence from the attorney will follow to advise of City recommendations for action (repairs/tear-down by owners), or to determine hardship situations which could add properties to the Thomas Grant application tear-down process. # 3 was a record of possible controlled burn locations, and # 4 a record of those taken off the list. The list will be attached to the office copy of the minutes, and therefore available for public review.
