BUDGET HEARING MINUTES September 6, 2022 The Budget Hearing of Blue Springs, Nebraska was held the 6th day of September, 2022, at the Blue Springs City Hall. Notice of the budget hearing was published in the Beatrice Daily Sun newspaper on the 1st day of September, 2022. Board Members Present: Mayor: Lonnie Meyer, and Council : Neumann, Reedy, Riensche, Sedlacek Board Members Absent: Others Present: Attorney Carothers, Milton Pike, Rex Adams, Gage County Law Enforcement Officer Sharp, Jennifer Busboom The budget hearing was opened (Motion (Reedy), Second (Neumann), followed by 4-0 affirmative vote) at 7:00 PM. Three copies of the proposed budget statement were available to the public. Jennifer Busboom made a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes (attached), including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. There being no further business, a motion was made by Reedy, seconded by Neumann , and followed by a 4-0 affirmative vote to adjourn the budget hearing at 7:20 PM. WATER PROJECT/STATE REVOLVING FUND: No new information. PLANNING & ZONING: Application for a building permit #22-6 for a new house (Verlyn & Karen Dodge) was approved (but based on completion of remaining requirement of submission of Surveyor‘s report locating lot corners) in a motion by Reedy, second by Neumann and followed by a 4-0 affirmative vote. . Applicant will be notified of approval and remaining requirements. HOUSING COMMITTEE FOR HOUSING REHABILITATION PROGRAM/ NOMINATION-APPROVAL OF MEMBERS: The name of the following nominees were presented: Riensche, Reedy, Adams. A motion (Sedlacek), second (Neumann), and 4-0 affirmative vote approved selections and contact information will be provided to SENDD. AFFORDABLE HOUSING TRUST (BUILDER/DOWN PAYMENT (SENDD PARTICIPATION): Jim from SENDD sent email to indicate that considerations for this program is scheduled for Spring 2023, and he will plan to attend a meeting to address members about it at a later date. PARK SIGNAGE (FEIT/CITY) DEAN COLE PARTICIPATION - REFERENCE: TOURISM GRANT/DEPT. OF CORRECTIONS: Members are to make contact (Riensche - Library newsletter) to solicit interest in coming up with a design for a Blue Springs symbol. The school was also noted as a viable avenue. Dean Cole is actively pursuing grant application. CLEAN WATER ACT - DEAN COLE PARTICIPATION: REFERENCE - PRAIRIE GRASS, WILD FLOWERS: Flowers, grasses to be planted adjacent but not including the area used for sledding. Dean Cole has received results from a grant application. DEMOLITION PROJECT: Schlake equipment contract to be prepared by Carothers, and will be operated by Pike for approved OPAT houses and City selections, with Bockman to be on site to oversee asbestos removal in a cooperative effort to assure maximum efficiency and avoid the instance of liability issues. CLEAN-UP: Pictures were requested (for Carothers) of several infractions on the list. Tim Hanson unable to continue as Ordinance Officer due to being “down to three” officers, and the City will be going back to the old method of addressing clean-up issues: courtesy letter, certified letter, court appearance.” Carothers is to send another letter to one individual. Two other individuals are expected to be show progress in the near future. KENO - HIGHWAY SIGNAGE: Review revealed that public funds could not be used for this purpose.
