The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held 7:00 PM, January 17, 2023, at the Blue Springs City Hall.

Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Riensche), second (Sedlacek ), 3-0 affirmative vote to approve as sent minutes for the January 3, 2022 Regular meeting of Mayor and Council.

WATER PROJECT/STATE REVOLVING FUND: Preliminary application has been submitted for the City by Gilmore and Associates.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted) : No new applications were submitted. TIF applications were provided by Carothers (for future applicants).
DEMOLITION PROJECT: R. Adams initiated conversation about the Thomas Grant awarding period and the availability of Schlake excavating equipment.
CLEAN-UP: One property owner has a week before trial date. Another property owner has a pending District Court date. Kostal noted that a future public awareness notice regarding vehicles in violation of City ordinance might include contact information for Beatrice Scrap and procedure and title surrender qualifications.
ZITO MIDWEST CONTRACT/RESOLUTION 2023-1/ REVISION: Carothers brought suggested changes to the Zito provided ordinance to the attention of members, and requested members to review them and be prepared at the next meeting to provide input. When all issues are determined, Carothers will provide a copy to Zito for their review/input/acceptance.
STREET SIGN GRANT APPLICATION RESULTS, AS AVAILABLE: No new information.
OPAT/REX ADAMS - STREET CLOSING FOR JUNE 3 TENNIS COURT USE FOR
FUNDRAISER: Motion (Sedlacek), second (Riensche), and 3-0 affirmative vote approved the closing of ‘A’ Street from Lincoln to Broad for the June 3, 2023 “Blues, Brats, Beer in Blue Springs” OPAT fund raiser, which will also have a cornhole tournament at the Tennis Court, and bike rides, etc.
GULLY DESIGN PLAN: DEAN COLE// URBAN FORESTRY: DEAN COLE:
Cole provided handouts which included the following(with full copy attached to the office copy of the minutes for review upon request): Top soil - fill dirt, plant materials, trees, seeding information, for grant funds amounting to a low estimate of $3,472 and potential $5,000, location sketch, and tree listing, as well as in-kind work/materials (City) - backhoe, planting labor, mulch (wood chips) tree removal). Also specifics, as: remove 6 trees, replace with hardwoods, evergreens, land filling west of bridge, - form a “green space,” restore ATV path. Motion (Riensche), second (Neumann), 3-0 affirmative vote in favor of Cole taking the plan to the next level, and for Cole to act as the “lead agency” to take the project to completion (April 2023- April 2024). Cole noted that Urban Forestry is “interested in working with the small community of Blue Springs”, and plans will include potential planting along Broad Street, Walnut, and ‘A’, and members approved Cole to give permission on behalf of the City for a tree inventory which is an initial step in the restoration process.
OTHER: R. Adams suggested that city members give some thought to initiating a half percent City sales tax in the future (next election - 2 years).

WATER PROJECT/STATE REVOLVING FUND: Application process underway.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications for consideration.
DEMOLITION PROJECT: Adams suggested identification of timeline of Spring projec for information purposes for property owners and project furtherance, including Thomas Grant application schedule, and availability of Schlake demolition equipment, and Adams will make contacts as necessary to acquire this information.
CLEAN-UP: Adams provided location and estimated count (no less than 80 conservative) of junked/inoperable/unlicensed vehicles, semi trailers, campers, etc. within the City, and pros and cons were discussed about need and action preferred/or necessary for eventual elimination of infractions. Discussion determined that a copy of the relevant ordinance be mailed to all addresses, in hopes of increasing awareness/stimulating interest/encouraging action for removal prior to springtime initiation of formal identification/action requests/legal address as may result. Secondary procedure will be discussed with the City Attorney at the next Regular meeting.
ZITO MIDWEST CONTRACT/RESOLUTION 2022-6/ REVISION: It was noted that fiber optic project will be complete in approx. 6 months. Contract/Resolution discussion will begin based on changes Carothers deems necessary for the best interest of the City. This will be addressed at the next Regular meeting.
Other: Adams provided information about submission for grant funds for the replacement of 38 ($1,400) street signs (A & Broad). Compliance with grant submission has been met, and results will be shared with members as becomes available.
