The Regular Meeting of Mayor and Council was held on December 14, 2015, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Council members Carmichael, Mewes, Reedy


ABSENT; Mayor Meyer


OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Tim Brown, Ronda Mewes, 2 minors


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Council President Reedy called the Regular meeting to order and roll call was taken.


Motion, second and vote to approve as sent the November 17, 2015 Regular meeting minutes and December 1, 2015 Emergency Meeting minutes : , Mewes, Carmichael, 3-0 affirmative.


After review: Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve claims as follow: Bank-Direct - NE Dept. of Revenue (#10) - $244.27; Salaries - $ 1,841.31; Arbor State - $90.12; Beatrice Area Solid Waste Agency - $1,489.50; Behrens Meat Plant (Employee Christmas) - $200.00; Black Hills Energy - $34.46; ; Farmers Cooperative - $5.05; Brenda McCarter (Meter Deposit Refund) - $54.10; One-Call Concepts - $7.75; Milton Pike (Postage Reimb.) - $16.95; Security First Bank - (Pike/IRA) - $55.00; Windstream - $73.04; Wymore Lumber - $21.45; Wymore Oil Company - $209.24; TOTAL CLAIMS: $4,342.24.

Then: Motion, second and vote (Carmichael, Mewes, 3-0 affirmative) to designate Keith Gilmore of Gilmore & Associates -Class A - License (S-697) 2016 City Engineer and Street Superintendent.


MFA/MFO: Disposition of City of Beatrice Ck # 27235 - 964.80: Tabled until all members are present.


Review of Meeting Date/Potential Change from Tuesdays to Mondays (temporarily?): Only the next Regular meeting was addressed, with all members in agreement for the meeting to be held Monday, January 4th instead of Tuesday, January 5th.


Tree for Left Side of Cabin - (Jan Morris/Radar Reedy), By Donation, Possibly City Contribution: It was noted by Council President Reedy that Jan Morris is soliciting contributions for a tree (River Birch - Pinecrest, work by David Trauernicht) to shade the cabin. It was reported that about 2/3 of the goal has been reached in contributions. Members were in agreement for the City to kick in for the remaining balance ($100?) if total donations are not received to cover the expected price.


Workup for One & Six Year Plan: No information yet available for review.


Zito Contract Renewal (?): No information available for review.


Planning and Zoning: No new applications.


Clean-Up: Council President Reedy stated that he and the property owner will be working together to remove the rest of the debris from one site. It was noted that the vehicles have been removed from another property, but that review will continue regarding bagged trash still at the site. No information has yet been provided by Carothers regarding the District Court date for clean-up (burn site) at another property.

An Emergency Meeting was called by Mayor Lonnie Meyer due to the fact that a quorum of the City Council of Blue Springs could not be reached, an available date for a special meeting could not be determined in which a quorum of the City Council members would be present in the near future or at the next regularly scheduled meeting, and payroll and claims need to be paid.
