The Regular Meeting of Mayor and Council was held on August 21, 2012, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT: OTHER ATTENDEES: Mike Pike; Connie Mewes; Jan Morris, Bob Widick
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the August 7, 2012, Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $1,842.40; Auto-Bank Payment - NE Dept. of Revenue - (#10) - $392.64; Beatrice Concrete - $147.19; Black Hills Energy - $19.47; Bluegrass Playgrounds, Inc - $1,678.00; Constellation Energy - $3.13; KUTT - (Car/Tractor Show - Municipal Publicity) - $299.00; Fly Tech Pest Control - $60.00; Gary Neumann (Reimb. - Tractor Show) -$114.40; Office Depot - $289.99; Milton Pike (Reimb.) - $20.21; Postmaster - $109.00; Security First Bank - $55.00; Windstream - $121.97; Tom Wolf (Reimb. - Cabin Showing)- $19.09; TOTAL CLAIMS - $5,171.49. WEBSITE (JAN MORRIS): Jan Morris generously offered complimentary web setup-editing service for a Blue Springs Web site which would cost the City $7.00 per year for “bsne.org” and $4.00 monthly for storage. She suggested a 4-5 page site, with links to local businesses and calendar applications, with City Hall contacts and special events listed. Her primary City contact for information was designated to be the Clerk. Jan Morris has been instrumental in promoting the Municipality through web reach and by conducting tours and promoting the cabin since the 2006 Sesquicentennial. She is well qualified in the field. Her expertise and enthusiasm is greatly appreciated. A motion to proceed with the Morris proposal for a website was made by Council member Wolf, seconded by Reedy, and approved by a 4-0 affirmative vote. Morris will also be researching possibilities to facilitate greater participation in the bus tour project. Mayor and Council will assist in that endeavor.
PLANNING & ZONING: Two applications approved by the P & Z Commission at their 8/20 meeting were reviewed by Mayor and Council. Council member Wolf made a motion to approve the McColery shed application, Neumann seconded, and approval was given by a 4-0 affirmative vote. Council member Wolf made a motion to approve the McColery fence application, Mewes seconded, and approval was given by a 4-0 affirmative vote. The applicant will be notified of approval and fees.
ANNUAL CAR/TRACTOR SHOW - AUGUST 18, 2012, REVIEW: Mayor and Council reported “only positive comments received” in reference to the Car/Tractor Show event. The bouncie house was also noted as an “excellent choice” activity. Entry fees have been submitted for deposit in the City bank account, and most expenditures are submitted or reported. Enough information is available at this time to assert that the event stayed well within the allotted budget of $5,000. When final figures are in, the report will be available at the City Office for review by the public. After final compilation, event participation count (comparable to last year’s) and results will also be made available upon request.Council member Wolf noted that 20-30 people visited the historic cabin as part of the day’s events, and he thanked Employees Pike and Izer for cleaning and setup assistance. Neumann expressed the need for more traffic cones next year. Some will be ordered.
CLEAN-UP, INCLUDING VEHICLES, BUILDINGS, AND OTHER: One property was removed from the current clean-up list due to resolution of issue. One property owner will be called and the property posted for weeds. Employee Pike agreed to talk to one property owner about windows enabling trespass. City mowing to continue on designated properties (with lien considerations).
