The Regular Meeting of Mayor and Council was held on October 16, 2012, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT:
OTHER ATTENDEES: Mike Pike, Connie Mewes, Gladys Cary, Bob Widick
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Neumann, and followed by a 4-0 affirmative vote to approve as sent the October 2, 2012 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Reedy, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $1,842.40; Auto-Bank Payment - NE Dept. of Revenue (10) - $237.34; Beatrice Concrete - 95.00; Flower Shop - $41.00; Great Plains One-Call - $5.70; KUTT-(Municipal Publicity - Car/Tractor Show) - $988.00; NE Dept. of Revenue - Charitable Gaming (51C) - $2,238.00; NE Public Health Environmental Labs - $67.00; Milton Pike (Reimb.) - $20.00; Postmaster - $129.00; Security First Bank - (Pike - IRA) $55.00; Watkins Ace Hardware - $62.07; Windstream - $65.42; Wymore Lumber - $91.71; Wymore Public Library (Annual donation) - $650.00; TOTAL CLAIMS: $ 6,587.64.
PLANNING & ZONING: No applications.
PLAYGROUND EQUIPMENT FOR CHALLENGED INDIVIDUALS/GRANT APPLICATION INFORMATION (WOLF): Council member Wolf opened consideration for a Thomas Foundation Grant application for City Park playground equipment for challenged individuals. The TF provided funds to the Beatrice YMCA for playground equipment, as well as others during the last year. Council member Neumann asked if there are any particulars yet available about equipment needs. Wolf indicated it was too early in the review of options (swings, adaptations for present equipment, etc.) to identify exact needs. Also, further review needs to be conducted through the School and other avenues, to evaluate count and needs of members of special needs groups. Council member Reedy volunteered to assist with this project. The topic will be returned to agenda upon completion of an application packet. Wolf also showed the art design planned for the wheel house at the park. He noted that it focused on the contemporary topic of bullying. No objections were raised about theme or design, and the project will proceed.
CLEAN-UP, INCLUDING VEHICLES, BUILDINGS, AND OTHER: No action was taken on remaining properties on the current list. Review will continue. Council member Wolf indicated that he anticipates getting contact information (through Gordon Michaelis) for the individual who did asbestos testing (at a price anticipated to be no greater than $250.00 each location) for property owners in Wymore. He will provide that information to Council member Reedy who will then contact property owners who have current demolition/demolition debris issues in Blue Springs, and who may wish to combine scheduling.
