The Regular Meeting of Mayor and Council was held on May 21, 2013, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Gage County Law Enforcement Officer Welch

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the May 7, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries - $2,219.14; Direct Bank Payment - NE Dept. of Rev. (#10) - $338.97; Allied Insurance - $100.00; Beatrice Area Solid Waste - $12.30; Black Hills Energy - $28.28; Constellation Energy - $38.16; One-Call Concepts - $7.75; Nancy Pallas (Met. Dep. Ref/ aft/ Final) - $66.97; Security First Bank - Pike- IRA - $55.00; Watkins Ace Hardware - $107.97; Windstream - $70.01; TOTAL CLAIMS: $3,044.55.

ANNUAL INSURANCE PACKAGE (Discussion as needed): Insurance Package not yet received.

CONTINUED PLANNING (AS NECESSARY) FOR ANNUAL CAR/TRACTOR SHOW: Council member Reedy will hand out flyers at the upcoming Marysville Car Show.

CABIN OPENING (REMINDER ADS): Council member Wolf placed initial notice ads in Beatrice Daily Sun and Wymore Arbor State. Notice has/will be placed on Blue Springs, Wymore, Tourism, and Library (Valentinos) websites. Mention will be made by Rhonda Brownawell (SGCPG), Mark Meints (during upcoming parade radio coverage). Council member Reedy will provide Wolf with an additional Daily Sun contact, with object to be discussion for an improved rate on subsequent reminder ads. Laughlin- Hoevet will include notice on their calendar of events, VanBoening on the community calendar. Neumann suggested reminder notice to be made in Arbor State. Reminder newspaper ads will continue under review. Coverage has been provided for “cabin open” dates as follows: Memorial Day - Tom Wolf 10-11AM; Jan Morris 11AM-3PM; June 1st probably Tom Wolf; July 4th - Jan Morris, August 17 - Jan Morris, Labor Day - Jan Morris, providing no conflict exists between this and her commitment to a tour activity.

PLANNING & ZONING: No new applications were submitted.

CLEAN-UP, CURRENT ISSUES: Some progress was noted as a result of the mailing of one courtesy letter. One property owner and recipient of a courtesy letter for clean up after a controlled burn will continue under
review. Council member Reedy provided information which clarified that removal of debris can not be conducted until 30 days after the burn. “Lineweber or Beatrice Landfill will not accept until then.” “And a receipt must be provided.” The City Attorney will be contacted for assistance with one clean up project (trailer burned) for which a mailing address is not available, and will be requested to attend the next meeting to provide information. Employee Pike was requested to “post” those properties the City will need to mow again this season.
