The Regular Meeting of Mayor and Council was held on August 20, 2013, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by an affirmative vote of 4-0 to approve as sent the August 6, 2013 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows, (but excluding the one for Gary Neumann - $74.59, and the one for Gene (Radar) Reedy for $864.08): Salaries - $2,426.74; Bank -Direct Payment - NE Dept. of Rev (10) - $323.57; Black Hills Energy - $19.64; Concrete Industries - $1,339.20; Constellation Energy - $3.83; League of NE Municipalities (Membership) - $211.00; Jan Morris (Annual Website Fees Reimb.) - $87.05; NE Public Health Environmental Labs - $49.00; Gary Neumann (Reimb. - Municipal Publicity) - $74.59; One-Call Concepts - $2.95; Milton Pike (Reimb) - $46.64; Postmaster - $138.00; Gene (Radar) Reedy - (Reimb. Municipal Publicity - $864.08; Security First Bank - (Pike - IRA) - $55.00; UHL’s Sporting Goods - $905.00; Windstream - $63.89; Wymore Oil Company - $216.73; TOTAL CLAIMS: $6,826.91. A motion was made by Council member Neumann, seconded by Mewes, and received a vote of Neumann - Yes, Mewes - Yes, Wolf - Yes, and Reedy - Abstain, to approve payment of the Reedy claim for $864.08. A motion was made by Council member Wolf, seconded by Reedy, and received a vote of Mewes - Yes, Reedy - Yes, Wolf - Yes, and Neumann - Abstain, to approve the Neumann claim for $74.59.
DEFICIT FUND ISSUES TO ASSURE FISCAL-END COMPLIANCE: A motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to transfer $18,000 from General Fund within Regular Checking to the Street Fund within Regular Checking. Mayor Meyer authorized cashing Keno CD 260124785 and Keno CD 260124786 for deposit in the Keno Fund within Regular checking. This was followed by a motion by Council member Mewes to transfer $40,000 from Keno Fund of Regular Checking to the General Fund of Regular checking. A motion was then made by Council member Neumann to transfer $40,000 from the General Fund of Regular checking to the Water Fund of Regular Checking. This was seconded by Council member Mewes, and received a 4-0 affirmative vote.
REVIEW OFANNUAL CAR/TRACTOR SHOW: The following was reported.
Tractor Show - (Council member Neumann) - 40 participants, 7 new, 21 participated in the tractor drive.
Car Show - (Council member Reedy) - 107 entries - “largest so far” Costs: Trophies $905.00 (with some possibly to be returned for credit --- Trophy Girl/Djs/Judges/Car Cards - $864.08 -- Bounce House - $148.50 -- Daily Sun Advertising - $207.98? --- KWBE/KUTT - $1,492. (Total - $3,617.56) Entry fees received were $1,480.00, reducing the cost of the event to $2,137.56. This total will be altered by further advertising and portable toilet costs, which -- by suggestion of Wolf, and after discussion by Mayor and Council, it was determined, without objection that the City would pay the total cost for those two expenses instead of splitting them with the Fire Department (Street Dance Event) to leave the Fire Department with improved profit result to use for needed Fire Department regular operation/equipment expense (Reedy will notify them) , and the City (with primary event goal of Municipal Publicity/Community promotion, even with the not yet received invoice for insurance for the Bouncie House ($200), Carousel - $100, and small miscellaneous expense) is within the approved budget of $5,000. The event was described as a well organized and successful event by attendees (Morris, Pike, C. Mewes) and Mayor and Council. This included not only the Car and Tractor Show, but the food (pork sandwiches/chickens (216 sold during event, 20 remaining and sold later by Fire Department, with only three halves not sold.)
Council member Mewes expressed gratitude to the Church for providing electricity for the Carousel when it was found that the switch box in the Park Shelter was non-functional. (Meyer - “It will be fixed - (loop with breaker, box). The Church is to be thanked formally with a letter of appreciation.
Jan Morris reported 60 people visiting the cabin. Neil Van Boning had it running on the ticker at the Beatrice Bank, and it was well advertised on flyer and other event advertising media. Jan mentioned Cabin opening dates for next year; Memorial Day, July 4th, City Celebration Days. She asked if she might have a key to the cabin so she can make sure it is in “tip-top” shape for showing. No objections were made, and Council member Wolf will get a key to her. Morris suggested the removal and disposal of a badly-soiled mattress at the cabin. Wolf suggested trying to clean it first. Rodent droppings in the cabin indicate a problem that will be addressed. Morris also said she would like to make some “feed-sack” curtains for next year. No objections were made. Members thanked Jan for her service and dedication to the cause. Morris requested Celebration statistics for the website - winners, etc. and Reedy and Neumann agreed to provide her with data for the Car and Tractor Show. Morris also encouraged members to mention the website whenever possible during regular business and special events as it is a valuable resource for generating interest and sharing information with the community.
Reedy noted that visitors to the City for the event were comprised of three different interest groups, those for the Car and Tractor Show, those for food, and others for the dance, a diverse crowd and excellent turnout.
Mewes asked if the picnic tables were again anchored, and Employee Pike reported that it was done. Pike suggested future consideration for padlocks, and Mayor Meyer brought up “throw-away locks.” For now, the current method will continue.
DANGEROUS DOGS: City Attorney Carothers stated that the City dog ordinance needs to be updated (brought in line with State law) - mentioned: micro-chipping, prohibited relocation of a dangerous dog into the community, not breed specific. People could notify City and we would notify Gus (Sheriff) when there is a problem. Carothers will have a draft ready for consideration/review at the next Regular meeting. Council member Mewes reported a dog that was running loose, and Carothers told him that a picture should be taken and dated (for enforcement) when the dog is off his own property.
PLANNING & ZONING: No new applications. One outstanding application needs to be approved by the P & Z Commission prior to being addressed by Council
RIVER OF LIFE CHURCH - PROPERTY ZONING ISSUES: Employee Pike indicated he was contacted (Gary Hosfelt) regarding a zoning issue. He reported that they want to sell half of the property. Previous “vacate” action at the site - streets/plat? was discussed. Carothers will go to the Register of Deeds. Should it still be platted, the matter could be addressed by Administrative Sub-Division. It is necessary, however, for interested/authorized parties to attend the next Regular meeting to clarify intent. Pike will convey the invitation to Mr. Hosfelt.
CLEAN-UP, CURRENT ISSUES: Several properties with mowing issues and demolition debris issues resolved were removed from the current list. One property with remaining demolition debris concerns will be contacted by Reedy. Four properties with mowing and/or garbage issues were added to the list and will receive a courtesy letter.
OTHER:
Employee Pike said Hazel Percival has a grapple that could be used on the City tractor and would sell it for $250. Pike said a hydraulic line would need to be hooked up for it, but it would be helpful for brush removal.
No objections were made to purchasing it.
Jan Morris said Jim Spangler of Gage County Tourism would like to have a Blue Springs display. She indicated she would be willing to work on that at the end of the year (2X3 ft board with historic pictures, current pictures, cabin shots). She also mentioned coverage of the Hardin Barn and the Cemetery. Mayor and Council were receptive to the project and appreciative of her continued community-advancing interest and generous participation.
