The Regular Meeting of Mayor and Council was held on March 18, 2014, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Gladys Cary
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the March 4, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follows: Salaries: $1,842.06; Bank-Direct Payment - Ne Dept. of Revenue (10) - $216.11; Beatrice Concrete - $282.64; Beatrice Iron and Metal - $124.64; Milton Pike (Postage Reimb.) - $9.54; Postmaster - $166.00; Security First Bank (Pike - IRA) - $55.00; Windstream - $71.07; TOTAL CLAIMS: $2,767.06 ---- AND -- From Keno Proceeds Account to Blue Springs Keno - $2,826.72.
FULL TIME EMPLOYEE HEALTH INSURANCE: Designation for payroll withholding/deduction retroactive to January 1, 2014 was made by Mayor Meyer on the health insurance compensation payments made to Milton Pike. No objections were raised.
PLANNING & ZONING: No new business.
CABIN (INTERIOR REPAIRS ESTIMATE): Council member Reedy will meet with the service provider (VanLaningham) this weekend.
CLEAN-UP, INCLUDING DETERMINATION of SPRING CLEAN-UP DAY, AND OTHER:
Spring Clean-Up Day was set for Wednesday, April 23, 2014. Terms and conditions of participation will be provided in a flyer mailed within the timeline of two weeks prior to the event, as well as notification by newspaper and on the Blue Spring website. It is hoped that Blue Springs citizens participate in the upcoming Clean-Up Day, however Mayor and Council wished to stress that NO GARBAGE, TIRES, ASHES, PAINT, CHECMICALS, DRYWALL, OR SHINGLES WILL BE PICKED UP.
Properties under legal action for clean-up issues were discussed. One damaged trailer) has a March 28th Court Date. Attorney Carothers is correlating clean up of another property with State personnelKim Plouzek. Carothers has prepared correspondence to a property owner about another trailer issue, and to yet another about removal of a sub-standard trailer and a fire-damaged house.
Courtesy clean-up letters (with April 1st deadlines) or contact in person was ordered for properties with current garbage/litter issues which by their nature will not, at least in part, qualify for pick-up on Clean-Up Day.
