October 21, 2014


The Regular Meeting of Mayor and Council was held on October 21, 2014, in the Blue Springs City Hall, Blue Springs, NE.



PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf


ABSENT;


OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Bob Widick, John Berry - Gilmore


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the October 7, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follow: Direct -Bank Payment -- NE Dept. of Rev. (#10) - $206.94; Salaries: $2,374.95; Abbott Portable Toilets - Municipal Publicity - $230.00; Beatrice Concrete - $118.76; Black Hills Energy - $21.30; Casey’s General Store - $103.24; Circle D Mfg. - $19.15; Constellation Energy - $4.64; Johnny’s Welding - $170.94; Municipal Supply - $717.88; NE Dept. of Revenue (51C) - $3,089.00; Milton Pike - (Postage Reimb.) - $15.61; NE Public Health Environmental Labs - $32.00; One-Call Concepts - $6.60; Security First Bank - (Pike - IRA) $55.00; Windstream - $64.73; TOTAL CLAIMS: $7,230.74 . (&) FROM KENO PROCEEDS ACCOUNT TO BLUE SPRINGS KENO - $96.36.


DUMP TRUCK: Employee Pike told members that the recommendation of the mechanic was “not to fix the truck.” The mechanic said he would “keep an eye out” for one at upcoming auctions.


LAWN MOWERS: Employee Pike reported that the temporary fix is still holding .The hunt for an engine will continue. Council member Wolf suggested applying for an Exmark grant.


SPEED LIMIT SIGNS AT SCHOOL: Speed-related situations at/near the school were reported by Connie Mewes. Mayor Meyer, Council members Mewes, Neumann, Reedy, and Wolf, and Bob Widick recognized the problem and limits to Municipal response, agreeing, as stated by Wolf, that existing procedure is to “get the license number (of violator) and call the Sheriff.”

PLANNING & ZONING: Two building permit applications that met with the approval of the Planning and Zoning Commission on 10/20/14 were approved -- 1. Deck Replacement - Greg/Bev Atwater - motion to approve by Council member Wolf, second by Neumann, and a 4-0 affirmative vote (&) 2. Fence Construction - Connie Mewes - motion to approve by Council member Wolf , second by Neumann , and vote of Mewes - Abstain, Neumann - Yes, Reedy - Yes, and Wolf - Yes.


CLEAN UP: No action was indicated for debris removal at the site of a controlled burn - -smoldering continues. Council member Reedy reported communication issues with property owner of a sub-standard structure. Review continues at another site where another vehicle has been removed. City Attorney Carothers will be contacted for information about mowing situation on another property. Employee Pike will mow a property posted by the City. Council member Wolf reported a couch, love seat, and topper on another property, and a clean up letter was designated.
