The Regular Meeting of Mayor and Council was held on December 16, 2014, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf
ABSENT;
OTHER ATTENDEES: Employees Mike Pike, & Eldon Izer; John Berry, Connie Mewes
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as corrected the December 2, 2014 Regular meeting minutes. After review of claims, a motion was made by Council member Neumann, seconded by Mewes, and followed by a 4-0 affirmative vote to approve claims as follow: Salaries - $1,774.86; Bank Direct Payment - NE Dept. of Rev (10) - $191.18; American Legal Publishing - $813.00; Arbor Ink - $136.58; Arbor State - $97.20; Bear Graphics - $69.44; Behrens Meat Plant - (Employee Christmas) - $200.00; Black Hills Energy - $47.36; Casey’s General Store - $36.27; Gage County Clerk (Election Statement) - $280.70; Gilmore & Associates -(161-014) - $4,550.00 & $284.00 (NBCS/Lane Miles); Johnny’s Welding - $250.00; One-Call Concepts - $4.45; Milton Pike (Postage Reimb.) - $7.34; Roehr’s Machinery - $815.41; Security First Bank - $55.00; Willet & Carothers - $210.00; Windstream - $73.73; Wymore Lumber - $77.87; Wymore Super Foods - $21.79; TOTAL CLAIMS- $9,996.18 --- (&) --- from Keno Proceeds Account to Blue Springs Keno - $4,197.69.
APPROVAL OF PLANS AND SPECS FOR BROAD STREET ASPHALT PROJECT /GILMORE - BERRY) & ANY NEW INFORMATION: Presentation by Berry followed by discussion, motion to approve/accept by Council member Neumann, second by Reedy, and a 4-0 affirmative vote to accept/approve the Plans and Specs for the Broad Street Asphalt Project--- that will be available for public review at the City Office.
ANNUAL APPOINTMENTS: EMPLOYEES PAY RATE/BENEFITS: Motion by Council member Mewes, second by Wolf , and 4-0 affirmative vote to approve 1.5% increase for all employees paid hourly. Motion by Council member Neumann, second by Wolf and a 4-0 affirmative vote to increase salaried employee (clerk) by 1.5%. No further changes were made to benefits. Particulars follow:
STREET SUPERINTENDENT:
Milton Pike - Rate -$19.70- hourly.
Monthly Reimbursement for Health Insurance - approved at 80% of Policy Cost for him on wife’s policy.
Bi-monthly Retirement ($55.00) City Contribution
Vacation: 4 wk. paid vacation
No comp time. instead OT
Paid Holidays: (10) - New Years, Martin Luther King Jr., Presidents, Memorial, Independence, Labor, Columbus, Veterans, Thanksgiving, Christmas
48 HOURS REMAINING in previously-designated sick leave bank
CITY CLERK:
Katherine Roche - $829.24 monthly salary.

MISC. PART-TIME HELP: Wage set by Council as per circumstance
WALNUT STREET REPAIR - ANY NEW INFORMATION: No new information.
SELECTION OF STREETS FOR CDBG APPLICATION: Initial recommendations of Mayor Meyer met with full agreement of Council for the following streets to be included in the CDBG application: Projects: 1, 2, 3, 4, 9, 10, 11, 13 & 15. Jen Olds of SENDD will be provided this information. The project listing and map are available for public review at the City Office.
ONE & SIX YEAR PLAN WORKUP: John Berry will begin paperwork, moving those projects selected above for the CDBG application, to the One Year Plan, this in support of February Public Hearing of the One & Six Year Plan.
PLANNING & ZONING: No new applications.
CLEAN UP: No work was noted on one property, but a cost analysis is still outstanding from service provider (Office Record: Lineweber) . Approval has been verbalized for removal of a substandard structure. It was noted that only vehicles remain on one property, with the owner trying to sell them. One property owner (having purchased property previously on the clean-up list) is to receive a letter of appreciation for cleaning up the property.
