The Regular Meeting of Mayor and Council was held on April 21, 2015, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Mewes, Neumann, Reedy, Wolf


ABSENT;


OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken. A motion was made by Council member Wolf, seconded by Reedy, and followed by a 4-0 affirmative vote to approve as sent the April 7, 2015 Regular meeting minutes. After review of claims, a motion was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote to approve claims as follow: Salaries : $1,916.34; Bank-Direct Payment - NE Dept. of Revenue (#10) - $260.14; Black Hills Energy - $28.88; City Motor Supply - $39.40; Constellation Energy - $25.64; Davidson Insurance (Annual Insurance Package) - $12,896.00; NE Dept. of Revenue (#51C) - $3,474.00; Office Depot - $591.90; Roehr’s Machinery - $12.65; Security First Bank (Pike - IRA) - $55.00; Windstream - $91.90; Total Claims: $ 19,391.85.


1994 EXMARK MOWER/”SURPLUS” RESOLUTION 2015-3: City Attorney Carothers read Resolution 2015-3. A motion was made by Council member Wolf, seconded by Neumann , and followed by a 4-0 affirmative vote to accept/approve Resolution 2015-3. The Resolution (full specifics) will be posted at the usual City posting locations (Post Office, Bank, City Office - at least 7 days prior to bid receipt deadline (7:30 PM 5/5/15, and bid opening 7:30 PM 5/5/15).


HJP PEST CONTROL: SEASONAL SPRAYING REVIEW: Discussion (Comments: “Might want to add one time, or go longer,” (Wolf) --- “I think he’ll work with us if we want to add another spraying at the end.” - (Reedy) --- “People feel good about City efforts” -- (Neumann) was followed by a motion by Council member Mewes, second by Neumann and a 4-0 affirmative vote to approve seasonal spraying as stipulated (Tuesdays --- June 2, June 16, June 30, July 14, July 28, August 11, with option for additional 1-2 spraying(s) if deemed necessary. (Base Price: $1,267.20 for six sprayings (which includes discount for prepayment.)


TELEPHONE COMPENSATION: WOUTZKE: A motion was made by Council member Wolf, seconded by Mewes, and followed by a 4-0 affirmative vote to approve monthly personal cell phone compensation (for City use) to Milford Woutzke in the amount of $5.00.


PLANNING & ZONING: Two applications for building permits (Rex - Adams, pole building - #15-2 and Ronnie Rainey - fence - #15-1 were approved by a 4-0 vote at the 4/20 meeting of the Planning and Zoning Commission. A motion by Council member Mewes, second by Neumann, and a 4-0 affirmative vote approved the Adams application for a building permit and the Rainey application. Both permits were prepaid. Notification of approval will be sent to both property owners.

CLEAN UP: Legal filing has been completed for one property on the clean-up list. Filing on another property is dependent on participation in Spring Clean-up Day (4/22), or independent removal of infractions within the same timeline.
