The Regular Meeting of Mayor and Council was held on July 21, 2015, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Council members Carmichael, Mewes, Neumann
ABSENT; Mayor Meyer, Council member Reedy
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Council member/Temporary Clerk Neumann called the Regular meeting to order and roll call was taken.
Motion, second and vote to approve as sent the July 7, 2015 Regular meeting minutes: Mewes, Carmichael, 3-0 affirmative.
After review, motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve payment of claims as follow: Bank-Direct Payment - NE Dept. of Rev. (10) - $274.24; Salaries: $1,869.01; Beatrice Concrete - $554.13 & 166.53; Black Hills Energy - $21.21; Constellation Energy - $3.59; Lincoln Journal-Star - (Celebration Expense) - $182.74; Municipal Supply - $159.79; NE Dept. of Revenue (51C) - $3,275.00; NE U.C.Fund - $101.27; Pavers, Inc.. (Broad Street Asphalt Project) - $79,786.91; Milton Pike (Postage Reimb.) - $16.95; Postmaster - $217.00; Security First Bank (IRA - Pike) - $55.00; Windstream - $76.46; Wymore Arbor State (Athletic Poster) - $79.00; TOTAL CLAIMS: $86,838.83.

ANNUAL CELEBRATION: CAR/TRACTOR SHOW, MISC: Council member Neumann reported that all preparations are going as planned (per Reedy) for the Car show, as well as for the Tractor Show.
MFO DELEGATE/RESOLUTION 2015-5:
Motion, second, vote to approve Resolution 2015-5, recognizing Brad Robinson as the Representative, and naming Gary Neumann as alternate: Mewes, Carmichael, 3-0 affirmative.
HAZARD MITIGATION DELEGATE, TRAINING OPTIONS: Information was provided to members about the August 13, 2015 Emergency Management 101 Training (10AM - 11:30 AM) (Highly Recommended for Public Officials), to be held in the Joint Forces Headquarters Building in the NEMA section, located at 2433 NW 24th Street, Lincoln, NE. Motion, second, vote to designate Glenn Mewes (has had necessary training) as delegate: Neumann, Carmichael, 3-0 affirmative.
SPECIAL DESIGNATED LICENSE:BLUE SPRINGS FIRE DEPT. (Robinson) for 10AM - 6PM -8/15/15 (Letter signed by Mayor): Motion, second, vote to authorize Mayoral signature on a letter of approval for the Fire Department request to pursue a Special Designation License for a Beer Garden/Horse-Shoe Pitch (10AM - 6PM, August 15, 2015: Mewes, Carmichael, 3-0 affirmative.
PLANNING & ZONING: No new applications.
CLEAN UP: Two properties were removed from the current clean-up list due to resolution of issues. It was stated (Robinson) that a burn permit is being pursued to resolve issues at a demolition site . It was acknowledged that two clean-up matters are now being legally addressed by the City Attorney.
