The Regular Meeting of Mayor and Council was held on January 19, 2016, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes , Neumann


ABSENT; Council member Reedy


OTHER ATTENDEES: Employee Mike Pike, Neil VanBoening, Connie Mewes, Tim Brown, Hope Brown


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote to approve as sent the January 4, 2015 Regular meeting minutes: Mewes, Neumann, 3-0 affirmative.


After review, motion, second, and vote (Mewes, Carmichael, 3-0 affirmative) to approve claims as follow: Bank-Direct -NE Dept. of Revenue (10) - 192.79; Salaries - $2,050.29; Bear Graphics - $125.73; Black Hills Energy - $49.11; Johnny’s Welding - $3.80 and $354.44; NE Dept. of Revenue (51C) - $3066.00; NE Dept. of Revenue (51C) - $3,066.00; NE U. C. Fund - $36.24; One-Call Concepts - $1.85; Milton Pike (Postage Reimb.) - 16.95; Security First Bank (Pike/IRA) - $55.00; Wymore Arbor State - $90.71; Wymore Lumber - $187.06; TOTAL CLAIMS: $6,229.97.


ANNUAL INSURANCE: MARK DAVIDSON: Postponed by service provider until February 2nd meeting.


INFORMATION INPUT MEETING: WYMORE/BLUE SPRINGS AREA FUND( 2/11/16 - 6PM - FIREMEN’S MEMORIAL HALL) -- NEIL VAN BOENING: Neil VanBoening provided introductory overview of the Wymore/Blue Springs Area Fund (affiliated with the Nebraska Community Foundation - with contributor tax deductible status) and invited members to attend the February 11th meeting. Questions and comments followed. It was agreed that attending the meeting would be the preferential Q & A forum.


PLANNING AND ZONING: No new applications.


CLEAN-UP: It was noted that a structure has been “boarded up” where the property was addressed for the accumulation of bagged trash. Review will continue for the remaining properties on the current clean-up list. A new property with clean-up issues was discussed .
