The Regular Meeting of Mayor and Council was held on August 2, 2016, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy

ABSENT;

OTHER ATTENDEES: City employee Mike Pike, Connie Mewes, Tim Brown, Hope Brown,


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote to approve as sent the July 19, 2016, Regular meeting minutes: , Carmichael, Mewes, 4-0 affirmative.


After review -- motion, second, and vote (Carmichael, Mewes, 4-0 affirmative) to approve claims as follows: Bank Direct - Internal Revenue Center - (941) - $1,514.60; Salaries $2,780.13; Constellation Energy - $3.32; League of Nebraska Municipalities - $230.00; Connie Mewes (Tractor Show Reimb.) - $91.71; NE Dept. of Revenue (501N) - -184.99; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,365.49; One Call Concepts - $1.14; Milton Pike (Tel. Comp.) - $25.00; Milton Pike - (Postage Reimb.)_- $22.95; Postmaster - $162.00; Katherine Roche (Cert. Letter Postage Reimb.) - $12.94; Security First Bank (Pike - IRA) - $55.00; Shell - $308.19; Milford Woutzke (Tel. Comp.) - $5.00; Wymore Arbor State - $145.81; TOTAL CLAIMS: $6,923.27.


CDBG PROJECT # 15 PW-015: ANY PERTINENT INFORMATION: Acknowledgement of Mayoral signature on Certification of Continued Environmental Compliance, which includes the statement: “I certify that the above statements accurately reflect the revisions to the project scope of work and that such revisions do not alter the basis under which the project received its original environmental status determination.” Also, acknowledgment of Mayoral signature on Amendment # 1 - To Professional Service/Consultant Agreement - Street Improvements 2016, (3 copies), and Change Order # 1 (4 copies).


CITY CELEBRATION, MISC. ASPECTS AS NECESSARY: Council member Reedy reported arrangements: Bounce House/Obstacle Course ($825 - includes delivery, on-site maintenance, return - “a better deal than picking it up ourselves.”) The Wymore/Blue Springs Group would like to help with bounce house, and maybe judging. Reedy will call Lori Miller about Church services. Van’s chicken is arranged. Trophy cost is up $600, but greater participation is expected. Council member Neumann said “everything is falling into place for the Tractor Show.”


PLANNING AND ZONING: No new applications.


ANNUAL KENO OPERATOR AGREEMENT (FOR SIGNATURES ONLY): Acknowledgement of Mayoral signature on three copies of the new annual agreement and arrangements made for signature of Keno Operator.


DEFICIT FUND TRANSFER- AS NECESSARY( PRIOR TO BUDGET HEARING): Current deficit minimal. No action taken at this time.


CLEAN-UP: One property owner was removed from the list due to resolution of issue. No action will be taken regarding another property until after August 24th Sheriff’s sale. One property owner who received a courtesy clean-up letter will be contacted by Council member Reedy (Mayor Meyer indicated he should do so on own behalf) about property clean-up. The brother of one property owner who received a courtesy clean-up notice that he will help clean-up the property this week. No action was designated for another property owner. A certified letter was designated for weeds. Review continues for a property making clean-up progress.
