The Public Hearing for the One & Six Year Plan and the Regular Meeting of Mayor and Council was held on February 6, 2018, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the January 16, 2018 Regular meeting.
After review -- motion, second, and vote (Neumann, Carmichael, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service (941) - $1,799.57; Salaries - $3,926.52; Blobaum & Busboom (Examination of Financial Records-) - $3,450.00; Constellation Energy - $174.03; Farmers Cooperative - $17.58; Gilmore & Associates (One & Six/ NBCS) - $456.00; Morris Used Cars - $390.36; Milton Pike - (Tel. PUBLIC HEARING OF THE ONE AND SIX YEAR PLAN:
Mayor Meyer called for a motion to open the Public Hearing, which was made by Council member Mewes, seconded by Neumann, and followed by a 4-0 affirmative vote. Mayor Meyer called for comments on the One & Six Year Plan. No comments were made. In keeping with the desired one hour timeline and to allow for late arrivals, the Public Hearing continued, but with Regular meeting agenda topics being discussed, the results of which are documented below (and were officially addressed after close of the Public Hearing).
A motion by Council member Reedy, second by Carmichael, and an affirmative 4-0 vote closed the Public Hearing at 8:30 PM and returned proceedings to Regular Session.
A motion by was made by Council member Mewes, and seconded by Carmichael to adopt Resolution 2018-1. The resolution was read: WHEREAS: Section 39-2115 and Section 39-2119, 1969 C.S. - R.S. of Nebraska 1943 requires that each County and Municipality prepares a one and six year, specific road or street improvement plan and to file same with the State Highway Commission on or before March 1, 2018, and WHEREAS: The Mayor and City Council of the City of Blue Springs, in compliance with the statutes and regulations of the State Highway Commission, did hold a public hearing on the proposed one and six year specific street improvement plans in the City Hall on February 6, 2018, in accordance with the “Notice of Public Hearing,” a certified copy of such notice is attached, and WHEREAS, There were no objections filed or amendments made to the one and six year plan on file with the City Clerk and as presented at the hearing now, THEREFORE BE IT RESOLVED: That the City Council does hereby approve said one and six year plan as filed with the City Clerk, a copy of which is attached hereto, BE IT FURTHER RESOLVED: That the Mayor of the City is authorized to sign this resolution on behalf of the City Council and the City Council hereby approves the proposed one and six year plan... Adopted this 6th day of February 2018. The vote was taken: (Council member Carmichael - Yes; Mewes - Yes; Neumann -Yes Reedy--Yes --- to approve and adopt Resolution 2018-1.
PLANNING & ZONING: No new applications.
TUCKPOINTING ISSUES: No new information.
MANHOLE REPAIRS (PLANS, OPTIONS, PROCEDURES): Email from Keith Gilmore (attached to office copy of minutes and available for public review) was discussed. (Summary: Broad and Walnut intersection - ($11,740.77;) repairing/adjusting 3 manholes to grade (Jefferson - (2), Grant (1) - $1,095.25, $1,065.00, $1,140.25), and 170 feet of sidewalk in the park - $3,774.00.) All members discussed options, which included:
1. Letting for bids - the sidewalk and manhole projects; 2. Re-letting for bids the Broad/Walnut intersection with manholes and sidewalk included; 3. Going with the bid (Thiemann Construction) as specified in the Keith Gilmore email presentation, and as summarized above. After considering options and applying a “most cost-effective” principle to the debate, members were in agreement to “go with the Tiemann bid,” with considerations to be put in effect for the layout (variance from a straight line) of the park sidewalk, and for which Council member Reedy will provide a drawing and will discuss it with the contractor.
CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, AND POSSIBLY JUNKED VEHICLE ISSUES and CITY ACQUISITION OF PROPERTY: No information suggestive of support of another City acquisition of personal property. No clean-up issues specifically addressed. Thomas Foundation Grant application (per Carothers) reported to be in final stages, with a “couple of property owners” remaining to contact.
FULL TIME EMPLOYEE SICK BENEFITS (REVIEW/UPDATE): Previous decision held, and review concluded.
EMPLOYEE HANDBOOK: (Discussion relevant to drafting a Blue Springs Employee handbook, (supported by review and comparison of handbooks from other communities, from information provided by Attorney Carothers). Members will review the provided information and bring suggestions (as for “sick, vacation, comp time”) forward at a subsequent meeting.
ANNUAL KENO FUND REVIEW/TRANSFER: (Balance as of 12/31 - $39,491.52 -- Usual balance left -- $15,000 -- Potential transfer amount from Keno Lottery Account to Keno Fund within Regular Checking Account: $24,491.52 was determined within motion by Council member Mewes, second by Neumann and a 4-0 affirmative vote.
