The Regular Meeting of Mayor and Council was held on March 6, 2018, in the Blue Springs City Hall, Blue Springs, NE.


PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann


ABSENT; Council member Reedy


OTHER ATTENDEES: Connie Mewes


Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.


At 7:30 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.


Motion, second and vote (Mewes, Carmichael, 3-0 affirmative) to approve as sent minutes for the February 20, 2018 Regular meeting.

After review -- motion, second, and vote (Neumann, Mewes 3-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service - (941) - $2,074.25; Salaries $2,786.41; NE Dept. of Revenue (501N) - $290.72; Norris Public Power - $1,425.97; One-Call Concepts - $1.14; Milton Pike - (Tel. Comp.) - $25.00; Security First Bank -(Pike - IRA) - $55.00; Shell - $422.76; Tractor Supply - $231.97; Willet & Carothers - $1,070.00; Milford Woutzke - (Tel. Comp.) - $5.00; Wymore Lumber - $141.44; Wymore Oil Company - $214.44; Wymore Super Foods - $5.63; TOTAL CLAIMS $8,749.73.

ANNUAL INSURANCE PACKAGE (RYAN WIESE): No new information.

PLANNING & ZONING: No new applications.

TUCKPOINTING ISSUES: No new information.

PARK SIDEWALK PLANS: No new information beyond that discussed in the topic below.

MANHOLE/INTERSECTION/SIDEWALK - DECISION BY MOTION: Council member Carmichael shared information in reference to contact with two other service providers (Hill, Lottman) who have been asked to provide bids in compliance with the previously received Tiemann bid, as well as one going beyond that parameter (to 30’) in regard to measurements at the proposed intersection location (Walnut), and applying considerations for sidewalk widening to meet asphalt parking (with handicap considerations as necessary to apply). Materials are expected to be available for review at the next Regular meeting.

CLEAN UP which will include THOMAS FOUNDATION GRANT PREPARATIONS FOR DEMOLITION OF DILAPIDATED BUILDINGS, ONE PROPERTY AT A TIME INVOLVEMENT, AND POSSIBLY JUNKED VEHICLE ISSUES and CITY ACQUISITION OF PROPERTY: Spring Clean-Up day was designated (Office Record: April 25, 26, 27) and citizens will be notified of the specifics by mail. A previous consideration was revisited and following suggestion by Mayor Meyer, a motion was made (Mewes), seconded (Neumann), and approved in a 3-0 affirmative vote to authorize Attorney Carothers to initiate a potential acquisition process, but only if it is considered by him to be in the best interest of the City, and so to purchase in a timely manner unpaid taxes for that property.

EMPLOYEE HANDBOOK: Pending attendance of Attorney Carothers at the next Regular meeting.
