The Regular Meeting of Mayor and Council was held on December 4, 2018, in the Blue Springs City Hall, Blue Springs, NE.

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Carmichael, Mewes , 4-0 affirmative) to approve as sent minutes for the November 20, 2018, Regular meeting.

EMPLOYEE ORDINANCE ENFORCEMENT OFFICER (TONY SHEPARDSON INVITED TO ATTEND): Shepardson not in attendance. Tabled until next Regular meeting.
AGREEMENT WITH HUMANE SOCIETY: It was noted that the agreement was for a 1-year term, with automatic renewal unless terminated, and a fee would be assessed to the City only in the event an animal needs to be euthanized. Motion: Mewes, Second: Neumann, Vote: 4-0 affirmative to authorize Mayoral signature on the agreement.
DILAPIDATED HOUSES: ONGOING PROCEDURE: Attorney Carothers reported on current status of the project: Asbestos testing complete, except for two properties whereat admittance could not be achieved, and follow-up contact will be made. (Office Record: Lance/O’Keefe --- Those tested/outcome: 500 E 1st - asbestos - glazing; 108 E Broad - clean; 113 W Broad - clean; 210 W Main - asbestos-caulking; 305 S A - asbestos floor sheeting; 501 S A - clean; 108 W 1st - clean; 404 E 2nd - asbestos-roofing/caulking; 224 West Irving - clean; 323 W Lincoln - asbestos - roofing/glazing) Review will continue to determine advisability of “controlled burns." attorney Carothers will continue with efforts to correlate all aspects (asbestos remediation, demolition/landfill costs, etc.( what goes to landfill and the rate) - will meet with Fossler and continue talking with landfall personnel -- to get all information necessary to go forward with a demolition contract to achieve the best case, cost-effective possibilities for the City. He hopes to have all information in place for review and advisement at the next Regular meeting. Carol Hughes asked if demolition will be completed by the end of the year. Attorney Carothers indicated it will depend on remediation and demolition schedules, but late December or early January is a likely determination for project completion.

CLEAN-UP: One property owner did not show up for court, so a bench warrant will be requested. Employee Pike indicated that one property owner plans to clean up property after Christmas.
