The Regular Meeting of Mayor and Council was held on July 2, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, City Attorney Andy Carothers, Connie Mewes, Carol Hughes, Carol Klee, Tony Shepardson
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion, second and vote (Reedy, Carmichael, 4-0 affirmative) to approve as sent minutes for the June 18, 2019 Regular meeting.
After review -- motion, second, and vote (Neumann, Reedy, 4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service (941) - $2,148.23; Payroll - $2,836.05; Beatrice Sand & Gravel - $788.14; Circle D Mfg. - $126.90; NE Dept. of Revenue (941N) - $212.25; NE Public Health Environmental Labs - $66.00; NE U.C. Fund - $41.96; Norris Public Power - $1,203.44; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb. - Water Sample) - $25.60; Katherine Roche (Reimb. Toners) - $302.40; Security First Bank (IRA - Pike) - $55.00; T. O. Haas - $186.20; WEX Bank (Shell) - $440.59; Willet & Carothers - $1,820.00; Milford Woutzke - (Tel. Comp.) - $5.00; Wymore, City of (Tower/Individual) - $2,281.07; TOTAL CLAIMS: $12,563.83.

DILAPIDATED BUILDINGS (ONGOING PROCEDURES): Attorney Carothers reported that the demolition crew plans to start work in Blue Springs next week (after completion of culvert jobs.) Carothers also stated that Black Hills and Norris have completed all disconnects, and Digger’s Hotline is in the process of making notifications.

ANNUAL CELEBRATION: Council member Reedy reported that the flyers are being completed, and asked that Council member Neumann provide Becky (Reedy) with the necessary Tractor Show information as soon as possible.

PLANNING & ZONING: No new applications.

CABIN PRESERVATION ISSUES: Pending results of Thomas Foundation grant application.

ARMOR COATING/PAVING: No new information.

MANDATORY GARBAGE PICKUP (BALLOT LANGUAGE): Attorney Carothers provided copies of Resolution 2019-3, with Council member Reedy making the motion, and Neumann seconding to approve, and Carothers read the resolution: (Excerpt - “WHEREAS, several residents have requested that the City institute mandatory garbage pickup for residential, commercial and industrial properties; WHEREAS, the issue of whether to institute mandatory garbage pickup for residential, commercial and industrial properties is a proper ballot issue; and WHEREAS, the Mayor and City Council of the City of Blue Springs, Nebraska, have determined that there is interest in determining whether to institute mandatory garbage pickup for residential, commercial and industrial properties…. A full copy of the resolution is attached to the office copy of the minutes and available, upon request, to interested parties. The reading was followed by a 4-0 affirmative vote to approve. Carothers stated he will provide the initiating documentation to Dawn Hill, County Clerk.

OIO OFFICER TONY SHEPARDSON REPORT: Shepardson addressed members, provided a progress report, and a listing of properties to be addressed next. A copy of the locations is attached to the office copy of the minutes, and available for public review. Shepardson indicated that “rain” was, but is no longer a prohibitive factor in regard to expectations for resolution of clean-up issues. He also requested to know the primary “go-to individual/individuals” in regard to his location choices and activities. He was told to report to the council (as well as including Carothers).

GENERAL CLEAN-UP: Carothers agreed to send one citizen a letter for violating Ordinance #460, which disallows occupancy in a dwelling not served by public utilities Carol Klee identified a property which has tall weeds (thistles), and an effort will be made to identify the property owners, but Reedy agreed to mow the west side prior to demolition of the trailer at that location. A question was raised by Reedy as to the court proceedings which were previously determined for a storage container, and Carothers replied that since it was in place before the passage of Ordinance # 455, action for removal was suspended.
