The Regular Meeting of Mayor and Council was held on November 19, 2019, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy (Arrived 7:10 PM)
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, Carol Hughes, Fred Laber

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.

Motion, second and vote (Mewes, Carmichael , 3-0 affirmative) to approve as sent minutes for the November 5, 2019 Regular meeting.

After review -- motion (Neumann), second (Mewes), and vote ( 3-0 affirmative) to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $342.72; Payroll - $2,030.14; Black Hills Energy - $32.31; DHHS - Licensure Unit (Water Operator Renewal) - $115.00; First State Insurance - $115.00; Linda Hohensee (Reimb.) - $5.49; Municipal Supply - $286.69; Office Depot - $557.05; Milton Pike (Postage Reimb. - Water Sample) - $25.60; Postmaster - $180.00; Security First Bank (Pike - IRA) - $55.00; Roehr’s Machinery - $283.42; Tractor Supply - $154.92; Ullman Auto Sales/Repair - $1,969.04; Windstream - $102.58; Wymore Arbor State - $244.78; TOTAL CLAIMS: $6,499.74.

ONE PROPERTY AT A TIME PURCHASE/CITY OF BLUE SPRINGS DEMOLITION COST? (FORNEY PROPERTY): Mayor Meyer asked attending One Property at a Time Member Hughes for a progress report.
Hughes said “one dumpster is filled, another ordered. Progress is better than expected.” Mayor Meyer reported that “the wires are down.”

PLANNING & ZONING: No new applications.

CABIN PRESERVATION ISSUES: Council member Reedy reported that 888-Log Guys will be on site Wednesday afternoon, and that the logs are cut and will be evaluated for compliance with specifications.

CLEAN-UP/BUILDING INSPECTOR AGREEMENT: Mayor Meyer asked that an inquiry be made of Attorney Carothers to ascertain, if possible at this time, the date the two Blue Springs structures under current review will be inspected, and also, if any discounted price will be available if both towns (Blue Springs/Wymore) want inspections on the same day-choice schedule. In another matter, a complaint was filed for December 3, 2019 court date for a matter of “residing in a residential dwelling that is not being served with water, electric, and natural gas utility services…” Documentation is attached to the office copy of the minutes.

PLAYGROUND RUBBER MULCH INFORMATION /GRANT OPPORTUNITIES: Understanding is that Dean Cole will not be pursuing grants in this regard due to heavy demands on his present schedule. Employee Pike will check with the Wymore Park Board to determine Wymore Park needs, this aimed at determining if prices might be discounted through a two-community purchase option.

OTHER: Mayor Meyer inquired about equipment, and Pike responded that both backhoes are working, but that units are crowded together and infringing on the shop work area. Suggestions were made about alternate storage, as the possibility of removing the dump truck, perhaps to the Cemetery building, and putting other equipment in its place. Height restriction of the storage area makes this an unworkable solution. It was also discussed that the old backhoe could be moved to the Cemetery storage building and put out for bids in the Spring (Reedy), thus potentially garnering a better price. Employee Pike will make inquiries to determine feasibility of this alternate storage for the old backhoe.
