The Regular Meeting of Mayor and Council was held on January 7, 2020, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: Employee Mike Pike, Attorney Andy Carothers, Connie Mewes, Carol Hughes

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.

Motion, second and vote (Mewes, Carmichael, 4-0 affirmative) to approve as sent minutes for the December 17, 2019 Regular meeting.

After review -- motion (Neumann), second (Mewes), and vote (4-0 affirmative) to approve claims as follow: Bank Direct - Internal Revenue Service (941) - $2,277.33; Payroll - $4304.77 Arbor Ink - $125.40; Beatrice Iron/Metal - $74.00; Diller Electric (Cabin) - $471.47; Lauby Heating/Plumbing/Air - $257.58; NE Dept. of Revenue - (941N) - $227.00; NE Public Health Environmental Labs - $15.00; NE U.C. Fund - $7.95; Norris Public Power - $1,292.85; One-Call Concepts - $4.99; Shell/Wex Bank - $764.46; Milton Pike (Tel. Comp.) - $25.00; Security First Bank (IRA - Pike) - $55.00; Ullman Auto Repair (Keith Weyer) - Cabin floor - $4,500.00; Milford Woutzke (Tel. CLEAN-UP, INCLUDING: BUILDING INSPECTION INFORMATION, ONE PROPERTY AT A TIME PURCHASE/CITY OF BLUE SPRINGS DEMOLITION COST? (FORNEY PROPERTY): Attorney Carothers reported on current issues, per: Intent to dismiss complaint for Ordinance #460 violation based on rehab/treatment and intended relocation of occupant, as well as possibility of option for One Property At A Time or the City to purchase the dwelling after deed and transfer statement is accomplished (Carothers offered to assist individual with deed/transfer paperwork. Plans included the removal (at earliest possible opportunity) of a vehicle on the same property (battery charge/tire repair). Should real estate acquisition be achieved, either by OPAT or the City, demolition would be the probable course of action. Inspection warrant for demolition is expected next week for two properties. Letter was drafted by Carothers to another individual, and one will be drafted to another regarding potential inspection and subsequent demolition of two other structures. Carol Hughes was asked to request Rex Adams (OPAT) to attend a meeting to solicit demolition cost/or sharing from the City for another property (Office Record: Forney).

PLANNING & ZONING: No new applications. Public Hearing of Planning & Zoning Commission (7PM, 1/13) and Public Hearing of Council (7PM, 1/21 - next Regular meeting) will address potential recommendation/approval of Ordinance # 461 - to change policy to allow for structures to be built on property where there is no primary-use (house) structure. An application for a building permit (2020-1 Lee Parrish) may also be considered, depending on “change recommendation” for the passage of ordinance # 461. Council member Reedy encouraged further analysis regarding the potential policy change, this due to a smaller tax base for personal storage/shop structures as compared to that from construction of new homes, saying, it would be a shame if One Property at a Time and the City completed the recent demolition project and opportunity was not primarily encouraged for the construction of new dwellings. It was agreed that the wave of future growth is difficult to access, and Mewes noted that secondary-type buildings are better than none.


CABIN PRESERVATION ISSUES: No new information.

Other: Mayor Meyer asked Employee Pike if there were any equipment problems, and none were reported.
