The Regular Meeting of Mayor and Council was held on March 17, 2020, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy

ABSENT:

OTHER ATTENDEES: Employee Mike Pike, Connie Mewes, John Hill

Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.

Motion (Mewes) , second (Carmichael) and vote (4-0 affirmative) to approve as sent minutes for the March 3, 2020 Regular meeting.

After review -- motion (Neumann), second (Carmichael ), and vote (4-0 affirmative) to approve claims per: Bank Direct - NE Dept. of Revenue (10) - $251.03; Payroll $2,222.40; Arbor Ink - $186.76; Beatrice Iron & Metal - $41.66; Black Hills Energy - $46.69; Constellation Energy - $70.21; Lauby Plumbing/Heating/Air - $41.05; One-Call Concepts - 2.30; Postmaster - $256.00; Security First Bank - (Pike/IRA) - $55.00; Temps Disposal (Demolition Project) - $1,850.00; Wex Bank/Shell - $112.36; Wymore Arbor State - $144.28; Wymore Oil Company - $288.26; TOTAL CLAIMS: $5,568.00.

BRIDGE - JOHN HILL: John Hill provided preliminary information about CBMP eligibility (Urban Local Roadway classification, ADT: 300 Roadway paved. Existing Structure is a 2 span 39’ steel girder bridge with 18 ft (deck to flow line). Not within a ZONE A. Preliminary estimate could be a single 12’ (wide) x 8’ (rise) concrete box culvert. Following discussion, a motion was made by Council member Reedy, seconded by Mewes, and approved in a 4-0 affirmative vote for the County Engineer (rather than City engineer, based on wide experience with bridge needs assessments) for estimated cost for changes. Within a Bridge Match opportunity, State 55% of cost, City 45% of cost or City $45,000 of estimated $100,000. Bridge Match program would be presented in fall and a next year potential project.

GENERAL CLEAN-UP, INCLUDING: BUILDING INSPECTION ISSUES, ASBESTOS TESTING: No new information.

CABIN PRESERVATION ISSUES: Estimates are under review. Concrete work still being pursued.

FEIT PARK (SEWER HOOK-UP, RELATED ASPECTS); CITY PARK (MULCH, OTHER): Plans on hold due to corona virus concerns.

PLANNING & ZONING: No new applications.

OTHER: Contact will be made with Andy Carothers regarding the initiation process/procedure/approval of a COVID-19 Pandemic Emergency Declaration for the City of Blue Springs.
