The Regular Meeting of Mayor and Council was held on May 19, 2020, in the Blue Springs City Hall, Blue Springs, NE.
PRESENT: Mayor Meyer, Council members Carmichael, Mewes, Neumann, Reedy
ABSENT:
OTHER ATTENDEES: City Attorney Andy Carothers; Employee Mike Pike
Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.
At 7:00 PM, Mayor Meyer called the Regular meeting to order and roll call was taken.
Motion (Reedy) , second (Mewes) and vote (4-0 affirmative) to approve as sent minutes for the May 5, 2020 Regular meeting.
After review -- motion (Neumann), second (Carmichael), and vote (4-0 affirmative) to approve claims per: Bank Direct - NE Dept. of Revenue (10) - $352.22; Payroll 2,667.22; Abbott Portable Toilets - $125.00; B & J Hill Const. (Cabin Preservation - Concrete Work) - $2,900.00; Beatrice Sand & Gravel - $46.62; Black Hills Energy - $28.38; Graham Tire - $305.74; Nationwide (Clerk Bond) - $100.00; NE Public Health Environ. Labs - $15.00; Rewound Motors - $41.23; Security First Bank - (IRA/Pike) - $55.00; Jeremy Thomas (Meter Dep. Refund) - $63.43; Tractor Supply - $1,495.42; Windstream - $78.90; Wymore Arbor State - $83.53; Wymore Oil Company - $579.28; TOTAL CLAIMS $8,936.97.

THOMAS FOUNDATION GRANT APPLICATION FOR DILAPIDATED BUILDING DEMOLITION PROJECT, AND MAY INCLUDE BUILDING INSPECTIONS, ASBESTOS TESTING, ETC.: Attorney Carothers identified proposal particulars: as, $15,000 grant funds/ $15,000 City for 4 demolitions with all necessary aspects, as asbestos testing and remediation, etc., but if asbestos is not noted and remediation not required, funds may be available for a 5th demolition (another house?/trailer?). A copy of the Grant Application Form (with identified properties) was provided for the file, and Mayor Meyer signed the Margaret & Martha Thomas Foundation Grant Application Form.

MANDATORY GARBAGE - STIPULATIONS: Attorney Carothers provided a draft of an Ordinance previously under consideration, which included definitions, mandatory service, service rates, and offenses. These will fall under review once more, with updating as proves necessary. Shelby Temps of Temps Disposal Service will be provided with a copy of this document to assist him with his needs assessment, and he will be invited to attend the next Regular meeting (June 2nd, 2020) to support determination of conditions for mandatory garbage service.

CAMPING STIPULATIONS: Council member Reedy made suggestions. As: Campers should “check-in” (City Clerk/Street Supt.) and “check-out.” Time span for stay might be “7-14 days.” Regulations should be determined for “no open fires.” Attorney Carothers will provide a draft of particulars for consideration of Mayor and Council.

UNSAFE STRUCTURE - BROAD STREET: Employee Pike reported that the owner (Dale Carpenter) has been notified, and is concerned and fully intends to address the issue as soon as possible. In the interim, after discussion of variable regulatory action, such as fencing off the area with roll out plastic netting (Reedy), and Carothers indication that he would look at the situation after leaving the meeting, Mayor Meyer asked that Pike close the alley and the street (north).


Other:

1. Carmichael asked if it was known when Pavers would be in town (for Walnut Street Project), and Pike reported that they anticipate June arrival.
2. Carmichael and Neumann noted the need for armor coating.
3. Carmichael and Mewes reported “holes” near the bridge, and determination was made to determine (contact Gilmore about lane miles) if the problem area is City or County responsibility.
4. Reedy asked that Pavers be asked (by Pike) to make a bid on “overlay” on Broad from ‘A” to the Fire Dept, and after the work done already by the Fire Department, the remaining stretch to the bridge.
5. Mayor Meyer reminded members that it would not be possible financially to complete the Walnut Street Project, do the necessary armor coating (with Neumann stressing the importance of that), and then overlay the identified sections of Broad Street, BUT no objections were raised to the estimation of costs for the other aspects of road repair.
6. Mewes described the need for sidewalk repair/replacement (in front of City Hall), and repair will be addressed.
