    The Regular Meeting of Mayor and Council was held on March 2, 2021, in the Blue Springs City Hall, Blue Springs, NE.

PRESENT:  Council members Neumann, Reedy, Sedlacek

ABSENT;     Mayor Meyer, Council member Seeman                                     

OTHER ATTENDEES:  Employee Mike Pike, Rex Adams

    Notice of the meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file.  Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file.  Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.  Proceedings hereafter shown were taken while the convened hearing/meeting was open to public attendance.

At 7:00 PM, Council President Reedy called the Regular meeting to order and roll call was taken. 

Motion (Neumann), second (Sedlacek) and vote (3-0 affirmative) to approve as sent minutes for the February 16, 2021 Regular meeting.

After review -- motion (Neumann) , second (Sedlacek), and vote (3-0 affirmative) :  to approve claims: Bank Direct - Internal Revenue Service (941) - $1,903.64; Payroll 3,643.00; Black Hills Energy - $81.89; Constellation Energy - $107.56; Macqueen Equipment - $1,091.66; NE Dept. of Revenue (501N) - $268.00: NE Dept. of Rev. - Charitable Gaming - $1.23; NE Public Health Environmental Labs - $15.00; Norris Public Power - $1,224.65;  One-Call Concepts - $1.54; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb. - Postage Reimb.) - $26.75; Security First Bank (Pike - IRA) - $55.00; Milford Woutzke (Tel. Comp.) - $5.00; Windstream - $86.42; Wymore Arbor State - $157.95; Wymore Oil Company - $17.90; TOTAL CLAIMS: $ 8,712.19.

COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING; BLIGHT AND SUBSTANDARD STUDY/ORDINANCE# 466 ( as applies), DESCRIPTIONS, ANY NEW INFORMATION: No new information.  Tabled until next Regular meeting.

DEMOLITION PROJECT: Demolition activity pending lapse of required timeline and review (Sedlacek) in regard to demolition equipment and landfill. 

CLEAN-UP:  Council President Reedy asked that SENDD be invited to the next Regular meeting (regarding ordinance enforcement), as it was suggested (with all members in agreement) that the current method of addressing clean-up infractions “isn’t working.”  It was stated by members and Rex Adams that additions are added to the clean-up list, but none are resolved.  Sedlacek suggested that Pike contact individuals on the current list to (in person) solicit their cooperation in resolving clean-up issues.    Reedy is to provide a list of locations, and Pike may contact them on his own during work hours, or request Reedy to accompany him (after hours). 

PLANNING AND ZONING:  No new applications.  

FULL-TIME EMPLOYEE BENEFITS:  REVIEW/FINAL APPROVAL OF CHANGES TO  THE EMPLOYEE BENEFITS PACKAGE:  Handbook not available for review.  Topic tabled until next meeting.
