June 7, 2022 The Public Hearing for Ordinance # 472 and the Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 7th day of June, 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy, Riensche, Sedlacek ABSENT; OTHERS PRESENT: Employee Pike, Fred Laber, Gage County Officer Patch Notice of the Hearing/Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Reedy ) , and vote (4-0 affirmative) to approve as sent minutes for the May 17, 2022 Regular meeting. Motion (Neumann), second (Reedy ), and vote (4-0 affirmative) to approve claims as follow: Direct Payment - Internal Revenue Service - (941) - $1,727.07; Payroll $7,380.91; Blue Springs Cemetery (Annual Taxes) - $2,800.00; Blue Springs Rural Fire - (Annual Taxes) - $2,900.00; Constellation Energy - $37.51; Display Sales - $322.00 ; Farmers Cooperative - $53.56; Johnson Service Company - $18,664.35; Lauby Plumbing/Heating/Air- $30.57; NE Dept of Rev (501N) - $224.48; NE Public Health Environmental Labs - $15.00; One-Call Concepts - $3.96; Milton Pike - (Tel. Recommendation for approval by P & Z Commission was noted - 2 for, 2 against. Discussion followed with determination (suggested by Laber, and agreed upon by members) for clarification of Ordinance wording. Close hearing and begin Regular session: Motion - Reedy ; second - Neumann , 4-0 affirmative vote. ORDINANCE # 472 (Locate/Establish corners): Motion (Reedy), second (Neumann ), 4-0 affirmative vote to table consideration pending text addition/clarification pertaining to “new homes/structures to be built, and not including all types of building, as sheds, fences, etc. PLANNING & ZONING: SKILLET NEW HOME APPLICATION, AND POSSIBLY OTHER CONCERNS: Motion(Neumann), second (Reedy ), 4-0 affirmative vote to approve Skillet Construction (#22-5, single family dwelling) application for a building permit. Applicant will be notified of approval and fee. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: Tabled until next Regular meeting. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Tabled until next Regular meeting. CLEAN-UP: Determination was made to send three courtesy clean up letters. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Tabled until the next Regular meeting. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND, AND POSSIBLY-- (suggested by Adams) LOOKING INTO GUIDELINES FOR SUSAN THOMPSON BUFFET FOUNDATION GRANT: Tabled until the next Regular meeting. DISPOSITION OF SURPLUS EQUIPMENT/PURPLE WAVE LISTING: (Resolution 2022-1) , (as, 96 Dodge ¾ PU, V - blade for motor grader, bush hogs (2) tar kettle, sump pumps (3) civil service siren: Auction ends 6/21. SEWER (JOHNSON & JOHNSON) CONTINUED: Authorization was given for the inclusion of more blocks. It is anticipated that acceptable arrangements can be made with the service provider when they are in the area. Pike reported sewer line clearance completed with City equipment.
