July 5, 2022 The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held on the 5th day of July 2022, at 7PM at the Blue Springs City Hall. PRESENT: Mayor Meyer; Council members Neumann, Reedy, Riensche, Sedlacek ABSENT; OTHERS PRESENT: Employee Pike, Attorney Carothers, Rex Adams Notice of the Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Mayor Meyer called the Regular meeting to order at 7 PM. Motion (Neumann), second (Reedy), and vote (4-0 affirmative) to approve as sent minutes for the June 21, 2022 Regular meeting. Motion (Reedy), second (Neumann), and vote (4-0 affirmative) to approve claims as follow: Direct Payment - Internal Revenue (941) - $2,632.81; Payroll - $3,819.89; Beatrice Daily Sun - $52.65; Constellation Energy - $`11.59; NE Dept. of Revenue (941N) - $339.87; Milton Pike (Tel. Comp.) - $25.00; Security First Bank - (IRA/Pike) - $55.00; Temps Disposal (Mandatory Trash) - $2,490.33; Milford Woutzke (Tel. Comp.) - $5.00; Wymore, City of (Tower/Individual) - $1023,12; Wymore Oil Company - $110.00; TOTAL CLAIMS: $10,565.26 . PLANNING & ZONING /ORDINANCE 472: Motion (Neumann), second (Riensche), vote 4-0 affirmative to suspend the rule of three readings for Ordinance # 472. Motion (Neumann), second (Riensche), reading of Ordinance #472 (Carothers) per: AN ORDINANCE TO AMEND PROVISIONS REGARDING APPLICATIONS FOR BUILDING PERMITS; TO REQUIRE THE APPLICANT TO HIRE A LICENSED SURVEYOR TO LOCATE AND ESTABLISH LOT CORNERS FOR NEW CONSTRUCTION ON ALL LOTS IN DISTRICTS ZONED EITHER RESIDENTIAL, COMMERCIAL OR INDUSTRIAL PRIOR TO THE APPROVAL OF BUILDING PERMIT OR COMMENCEMENT OF CONSTRUCTION; TO ESTABLISH A MANDATORY FINE OF FIVE HUNDRED DOLLARS FOR A VIOLATION OF SUBSECTION 2; TO REPEAL CONFLICTING ORDINANCES OR SECTIONS; TO PROVIDE FOR AN EFFECTIVE DATE…., followed by 4-0 affirmative vote to approve. No new applications for building permits were submitted for consideration. COMMUNITY REDEVELOPMENT/TAX INCREMENT FINANCING/ BLIGHT STUDY REVIEW/ NEW INFORMATION: Carothers advised that contact with Keelan has been established to reword the Redevelopment Plan to clarify that the area outside City limits (of original redevelopment interest) will be included, but would need to be annexed in the future in response to redevelopment interest. The revised plan is anticipated to be available for review by the first Regular meeting in August. DEMOLITION PROJECT/THOMAS FOUNDATION GRANT: Cost estimate of 8-10 T has been given for one property, but which may be revised to include backfilling cost. Carothers plans to “up” the amount of the Thomas Foundation Grant, and have the application available for signature at the next Regular Meeting. CLEAN-UP: Sedlacek has agreed to talk to the recipient of a certified clean-up letter to determine schedule for progress, and to determine if property owner is open to receiving help with the project. US CENSUS BOUNDARY & ANNEXATION SURVEY/ ANDY CAROTHERS: Carothers noted areas that were incorrect on Assessor map - as, east side of Tree Farm, triangle north of Cottonwood Beach, part of well area (Wymore), area by Arbor State Park (where old house was - not in City limits, and indicated his intent to make corrections and submit map for approval of Council and Mayoral signature at the next Regular meeting. INFRASTRUCTURE IMPROVEMENTS/ SCOPE/LOAN OPPORTUNITIES, AND STATE REVOLVING FUND: Contact with McNulty was not achieved. Tabled until the next Regular meeting. LOCATION OF CITY BURN PILE(RELEVANT TO DISASTER NEEDS): Discussion included assessment of functionality of present approved City Burn Pile (east of lagoon), limitations of the area, the need for supervision of any approved site, recommendation (Carothers) for a trail cam to observe and record dumping. Sedlacek volunteered to contact DEQ to inquire as to the feasibility of locating the City Burn Pile aside from the general area of the previously approved site (with different entrance). REVIEW OF SYRACUSE ORDINANCE: Reedy suggested further review and address at the next Regular meeting. Tabled. SUPPLIES FOR WATER LINES (REEDY): Reedy asked if Pike and Woutzke could lay the needed water lines. Pike indicated adding temporary workers (couple) would be necessary. Discussion resulted in requests for Pike to: (1. Make a call to Steve Kelly for information. 2. Inventory supplies on hand, and do cost analysis (with suppliers) regarding necessary materials, and 3. Check with the State to determine rules that must be followed by City workers to undertake and complete such a project.) SIGNS FOR FEIT MEMORIAL PARK: Pike was asked to contact Circle D to determine pricing for a “drop box,” and Reedy will make contacts for camping rules signage. SENDD PROGRAMS (WAIVE DOWN PAYMENT/WORKFORCE HOUSE): No information yet received from SENDD. POTENTIAL LAND TRACT PARCEL EXCHANGE BETWEEN CITY AND CARMICHAEL: Carothers will discuss the topic with Willet to clarify project particulars.
