The Regular meeting of Mayor and Council of Blue Springs, Nebraska was held at 7:00 PM, September 20, 2022, at the Blue Springs City Hall.
PRESENT: Mayor Meyer; Council members Neumann, Reedy Riensche, Sedlacek
ABSENT;
OTHERS PRESENT: Milton Pike, Derek Kostal
Notice of the Regular meeting/hearing was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Mayor Meyer called the Regular meeting/hearing to order at 7:00 PM.
Motion (Neumann), second (Riensche), and vote (4-0 affirmative) to approve as sent minutes for the 2022-2023 Budget Hearing as well as the Regular meeting, both held on September 6, 2022.
Motion (Riensche), second (Neumann ), and vote (4-0 affirmative) to approve claims as follow: Direct Payment: NE Dept. of Revenue (10) - $100.10; Payroll - $2,445.65; Beatrice Daily Sun - $62.78; Circle D Mfg - 400.00; Black Hills Energy - $40.89; Constellation Energy - $5.27; Lauby Plumbing - $38.20; NE U.C. Fund - $19.46; Norris Public Power - $1,020.30; Milton Pike (Postage Reimb - Water Sample) - $27.40; Postmaster - $208.00; Visa - $796.36; Windstream - $84.19; TOTAL CLAIMS: $5,248.60.
REVISED COMMUNITY REDEVELOPMENT/TIF/ BLIGHT STUDY: Pending scheduling of P & Z Commission Public Hearing and Public Hearing of Mayor and Council.
WATER PROJECT/STATE REVOLVING FUND: Per suggestion of Reedy, discussion of potential backup for leak situations, as: People Services (Riensche to send contact information), Kuhl Trenching, Environmental Services (Kostal to make contact).
PLANNING & ZONING: No new applications. At the next Regular meeting -- Derek Kostal to be under consideration for membership on the P & Z Commission.
PARK SIGNAGE (FEIT/CITY) DEAN COLE PARTICIPATION - REFERENCE: TOURISM GRANT/
DEPT. OF CORRECTIONS: Riensche to contact Austin (Library) regarding “city slogan.” Reedy to make arrangements for Feit Park signage.
WATCHABLE WILDLIFE GRANT (FEIT PARK) - DEAN COLE PARTICIPATION, REFERENCE- NE GAME AND PARK (BENCHES/SAFETY RAIL): No new information.
TREE PLAN - DEAN COLE PARTICIPATION, REFERENCE: NE GAME AND PARK, STATEWIDE ARBORIUM: No new information.
CLEAN WATER ACT - DEAN COLE PARTICIPATION: REFERENCE - PRAIRIE GRASS, WILD FLOWERS: No new information.
DEMOLITION PROJECT : One house demolished. Some cleanup remains. Pike to contact Rex Adams to determine completed paperwork (asbestos) and next location.
CLEAN-UP: Certified letters (with 10/4 deadlines) determined for four property owners.
