The Regular meeting of Mayor and Council of Blue Springs, Nebraska, was held 7:00 PM, April 18, 2023, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.
PRESENT: Mayor Meyer, Council members Neumann, Riensche, Sedlacek
ABSENT: Council member Reedy
OTHERS PRESENT: Attorney Andy Carothers, Employee Milton Pike, Connie Mewes, Rex Adams, Jodi Adams, Curt Hagerman, Heather McKinney
Notice of the Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve as sent minutes for the April 4, 2023 Regular meeting of Mayor and Council.
Motion (Neumann), second (Sedlacek), 3-0 affirmative vote to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - 104.41; Payroll - $2,646.25; Black Hills Energy - $71.04; EMC Insurance (Annual) - $19,421.00; Fairbury Journal-News - $78.74; HJP Pest Control (Seasonal - Mosquito) - $2,203.20; Johnny’s Welding - $67.22; NE Dept. of Revenue - Charitable Gaming - (51C) - $711.00; Norris Public Power - $1,081.52; Security First Bank (Pike/IRA) - $55.00; Visa - $1,001.71; Willet & Carothers - $780.00; Windstream - $89.72; TOTAL CLAIMS: $28,310.81; ---(AND: from Keno Proceeds Account to Papa B’s Keno Lounge - $1,808.10 and $1,070.28.
HJP PEST CONTROL - SEASONAL MOSQUITO PROGRAM APPROVAL/CHECK: Motion to approve (Riensche), second (Sedlacek), followed by a 3-0 affirmative vote to activate the program.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications.
DEMOLITION PROJECT: Carothers to draft letter to all owners of one property to ascertain progress/completion timeline to establish inclusion in the City demolition program, or determine if after inspection, the demolition will be at “owner cost.” Carothers to “follow-up” for more information from one owner regarding two houses pending demolition.
CLEAN-UP: Evaluation will be conducted after the conclusion of Spring Clean-Up Day to determine needed city-wide actions as may apply. Legal action (as district court) will be continued on properties already determined for such action.
ZITO MIDWEST CONTRACT/ORDINANCE #473: Discussion continues.
BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information.
BRIDGE/NORTH SIDE APPROACH (BY CITY PARK)/LOVELL ESTIMATE: Contact made with several service providers, but no conclusive information at this time.
KENO OPERATIONS: WHICH MAY INCLUDE RECOMMENDED PROCEDURES, ASSESSMENT OF LATE CHARGES, AND TIMELY REPORTING: Carothers has discussed circumstances with Steve Borgman. 1. Impact of time lapse between previous operation of Keno Lounge and new ownership. 2. Need to run more games to stimulate interest. 3. Need to run more complex games, a progressive game? 4. Idea to send Keno writers to other locations to observe operations.
LIFT STATION INSURANCE INCREASE: Contact to be made (Clerk) with insurance agent/company to request amount of premium that would be charged to raise coverage from 40T to 150T.
SECURITY CAMERAS (RECOMMENDED BY TIM HANSON: Discussion included what was described as “often unsatisfactory” outcome/end result at other locations where cameras were used when crime was committed, as well as equipment limitations in general. Determination was to “address the issue” (general security& burn site) “when /if security becomes a problem.”
WATER LINE (MEWES): Mewes requested consideration for line work due to habitual rust in water. The area was scheduled within the Water Main Project that has been put on hold due to annual close of the State funding program. As soon as possible (next week?) after the close of Clean-up Day activity, Pike will take necessary steps to “flush” the line and assess results/further needs.
Special Designated License (Beer) - Papa B’s For June 3, 2023 Event: Motion to approve/authorize Mayoral Signature on the application was made by (Sedlacek), second (Riensche), followed by a 3-0 affirmative vote.
