June 20, 2023 The Regular meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7:00 PM, June 20, 2023, at the Blue Springs City Hall. Mayor Meyer called the Regular meeting to order, and roll call was taken. PRESENT: Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: Mayor Meyer OTHERS PRESENT: Derek Kostal, Attorney Andy Carothers, Rex Adams, Notice of the Hearing/Regular meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve as sent minutes for the June 6, 2023 Regular meeting of Mayor and Council. Motion (Neumann), second (Riensche), 4-0 affirmative vote to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $114.01; Payroll - $2,649.10; Abbott Portable Toilets - $125.00; Bear Graphics, Inc. - $163.89; Beatrice Area Solid Waste (Clean-up Day Extras) - $11.68; Black Hills Energy - $46.62; Fairbury Journal - News - $72.85; Jerry’s Diesel - $701.04; Norris Public Power - $1,002.70; Security First Bank (Pike/IRA) - $55.00; Visa - $818.32; Willet & Carothers - $730.00; Windstream - $89.72; TOTAL CLAIMS: $6,579.93. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): After recommendation for approval by the P & Z Commission--- motion (Reedy), second (Riensche), 4-0 affirmative vote to approve Application for Building Permit (#23-2) for a fence (Dorn). Applicant to be notified of approval and fee. DEMOLITION PROJECT: Anticipated receipt of Thomas Foundation Grant funds (Friday, 6/23) - $50,000. Letters sent (Carothers) regarding asbestos testing. Review activated to determine possibility of “controlled burn” at part of demolition sites. Plans yet for Public Hearing. Carothers to talk to parties for negotiation, hopefully get in place for fall demolition program. Also Carothers to draft letter to address violation ---occupancy without water/sewer service. CLEAN-UP: Pictures (Adams) to be provided to Carothers for junked vehicle letters, and for weeds..Trial dates pending Court scheduling opportunity. BLUE SPRINGS CITY PARK PROJECT 2023, INCLUDING PLANS, MATCH-FUND POSSIBILITIES/IN-KIND DETERMINATIONS, TIMELINES, ETC.: No new information. BRIDGE/NORTH SIDE APPROACH (BY CITY PARK/ DETERMINATION OF BRIDGE OWNERSHIP: Bridge County Owned -(Adams research) by dimensions, but in Municipality, but County would assist with project. WATER LINE: MEWES: No new information. JOHNSON SERVICE COMPANY: STUDY OF “LINING” COST: Cost 350-380 feet at $35 a foot on 8” line (Sedlacek) . Carothers to provide information (from Adams, Ne) about an Iowa based company that may prove to be price-competitive. Review continues. FIRST MEETING IN JULY: SET DATE (JULY 5?)(CONFLICT WITH HOLIDAY: Instead of Regular Meeting, a Special Meeting to be held July 5th at 6:30 PM, with only: approval of June 20 minutes and approval of claims. NEXT AGENDA: APPROVAL OF JUNE 20 MINUTES APPROVAL OF CLAIMS There being no further business, a motion was made by Riensche at 7:35 PM to adjourn.
