December 19, 2023 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, December 19, 2023, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Rex Adams Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann) ,4-0 affirmative vote to approve the minutes of the December 5, 2023 Regular meeting. Motion (Neumann), second (Riensche) , 4-0 affirmative vote to approve claims as follow: Bank Direct - NE Dept. of Revenue (10) - $99.44; Payroll - $2,857.66; Beatrice Sand & Gravel - $846.58; Black Hills Energy - $70.41; Fairbury Journal-News - $72.54; Johnson Service Company - $54,219.00; Lauby Plumbing/ Heating/Air - $2.07; NDEE - Public Water Operators - $115.00 (1037/1V - Pike); Norris Public Power - $1,073.91; Milton Pike (Postage Reimb/Water Sample) - $29.20; Security First Bank (Pike/IRA) - $55.00; Tatormade Concrete LLC - (Sidewalk-City Hall) - $2,800.00; Visa - $472.30; Windstream - $96.64; Wymore Super Foods - $208.92; TOTAL CLAIMS: $63,018.67. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: Consent for asbestos testing not yet received for two locations . Consent was given by one property owner. Plan is to schedule all asbestos testing within the same timeline, if possible. ARRANGEMENTS FOR CITY ACQUISITION OF PROPERTY - 300 W 2nd St, Lot 38, Jacob Casebeers Addition #006872000, Final/closing arrangements: Since estate affidavit needs all sibling signatures and getting one signature could be difficult, an alternate avenue of action was discussed by members. Carothers indicated that an individual is interested in the property after City acquisition. Members discussed pros and cons of continuing along the path of acquisition, but recognized existing obstacles encountered (to get clear title) and leaned toward legal measures for gaining inspection which would move toward the City tearing the property down without City acquisition. CLEAN-UP/VEHICLES: Court date soon to be determined for one property owner, and no response to letters to others contacted. After the first of year, complaints will be filed. CITY ENGINEER (REPLACEMENT)/ Options to date: CES , JEO: Debate/decision delayed. No active projects at this time. Removed from agenda until need arises. CRACK-SEALING SUB-CONTRACTING: Hosfelt pricing: $15,000 for 25 blocks. Primary concern area: 1st and 2nd Streets from A to Walnut, all of Walnut, A street from Broad to creek. Reedy volunteered to ride around with Mike to more clearly determine need, and Sedlacek will discuss a price for crack sealing with a second contractor - Tiemann.
