March 5, 2024 The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, March 5, 2024, at the Blue Springs City Hall. Mayor Meyer called the meeting to order, and roll call was taken. PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche, Sedlacek ABSENT: OTHERS PRESENT: Employee Mike Pike, Attorney Andy Carothers, Derek Kostal, Carol Hughes, Rex Adams, Jodi Adams, Deb Dorn, Verlyn Dodge Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve the minutes of the February 20, 2024 Regular meeting. Motion (Neumann), second (Sedlacek), 4-0 affirmative vote to approve claims as follow: Bank Direct - Internal Revenue (941) - $2,591.17; Payroll - $4,588.74; American Legal Publishing (Code Books update) - $753.90; Fairbury Journal - News - $61.53; Johnny’s Welding - $175.50; NE Dept of Revenue (Charitable Gaming - Late Penalty) - $32.51; NE Dept. of Revenue (501N) - $379.00; One-Call Concepts - 1.98; Milton Pike (Tel. Comp.) - $25.00; Postmaster - (Box Rent) - $100.00; Security First Band (Pike/IRA) - $55.00; Temps Disposal (Mandatory) - $2,574.00; Willet & Carothers - $1,682.00; Winwater - $46.00; Milford Woutzke (Tel. Comp.) - $25.00; Wymore Oil Company - $32.50; TOTAL CLAIMS $13,123.83. PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): No new applications. DEMOLITION PROJECT: Inspections are pending. CLEAN-UP/VEHICLES: April pre-trial conference for one individual. Filing pending on three properties - Repeated correspondence to one property owner to advise of party interested in purchasing property. Three campers noted within the municipality wherein people are dwelling. Carothers to draw up an ordinance (# 475) to address restrictive factors, and available at the next regular meeting for review. City Wide Spring Clean-up scheduled for April 24, 25, and contact with service providers and notification to public to follow in a timely fashion. CRACK-SEALING/ARMOR COATING: Sedlacek to make one contact for needs assessment/pricing. County not available. Per, Sedlacek, next week contact will be made with Pike (Tiemann) for needs assessment/pricing. CHANGE NAME OF BROAD STREET TO CHAMBERLIN /OR/ CITY PARK: Continued assessment, a limestone sign a possibility (Reedy). APPROVAL OF ANNUAL AUDIT: Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve the annual audit as provided. STRATEGY/PLAN FOR STREET SIGN REPLACEMENT/REPAIR: Study underway to determine what might be fixed, repainted, and recommended replacements (Prices for new signs $100 ea). Poles, brackets, etc. extra. OPAT (per Rex Adams) is willing to pay for some replacement street signs, including Ball field signs (approx. $85.00 each, and break-away poles at $112.00). This will be clarified further as need is identified. Neumann reported that Cecelia Seachord would be willing to donate paint for the Feit Memorial Park sign (Letters/sides also?) Other: Adams commended employee Pike and others involved on the “great job” done at the Schmidt demolition site.
