The Regular Meeting of Mayor and Council of Blue Springs, Nebraska, was held starting at 7 PM, August 6, 2024, at the Blue Springs City Hall.
Mayor Meyer called the meeting to order, and roll call was taken.
PRESENT: Mayor Meyer, Council members Neumann, Reedy, Riensche
ABSENT: Tim Sedlacek
OTHERS PRESENT: Employee Mike Pike, Connie Mewes, Rex Adams, Jodi Adams, Deb Dorn, Derek Kostal, Verlyn Dodge
Notice of the Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Riensche), second (Neumann), 3-0 affirmative vote to approve the minutes of the July16, 2024 Regular meeting.
Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve claims as follow: Bank Direct Internal Revenue Service (941) - $2,128.14; Payroll: $6,360.04; Blue River Area Agency on Aging (Match-Funds - Handi-Van) - $687.50; Fairbury Journal-News - $11.23 and $84.85; ; League of NE Municipalities -(Membership) - $409.00; NE Dept. of Revenue (501N) - $304.00; NE Public Health Environmental Labs - $205.00; One-Call Concepts - $6.36; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb. - Water Sample) - $30.95; Postmaster - $258.00; Roehr’s Machinery - $207.58; Security First Bank (Pike/IRA) - $55.00; Temps Disposal (Mandatory)- $2,590.87; City of Wymore (Tower) - $1,593.56; Milford Woutzke (Tel. Comp.) - $25.00; TOTAL CLAIMS: $14,982.08.
PLANNING & ZONING - APPLICATION FOR BUILDING PERMITS (as submitted): Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve Application for Building Permit (#24-7) for a new house for Eric McMurry, and motion (Neumann), second (Riensche), 3-0 affirmative vote to approve Application for Building Permit (#24-8) for another new house for Eric McMurry following recommendations of approval by Planning & Zoning Commission. Applicant will be notified of approval and fees .
DEMOLITION PROJECT: Clean-up after demolition of City acquired house was described as “Nice job” with credit given to City employees and J Epp. Review/resolution remains for several properties in various stages of the demolition effort.
CLEAN-UP/VEHICLES: Clean-up efforts and review continues on several properties.
ORDINANCE OFFICER (Dogs, etc.): Reedy still awaiting response from one individual believed to be interested in the position.
SEWER LINE (JULIE SCHEIDELER): Continued to next agenda following information gathering and cost analysis.
OTHER: Focus to be given for TIF lawyer and TIF application process.

There being no further business, a motion was made by Neumann at 7:20 PM to adjourn.
The minutes of the Regular meeting were read and approved August 20, 2024.
