April 15, 2025 Regular Session: 7:00 PM - Blue Springs City Hall -- Council President Reedy called the meeting to order, and roll call was taken. PRESENT: Council members Neumann, Reedy. Riensche ABSENT: Mayor Sedlacek, Council member Rainey OTHERS PRESENT: Attorney Andy Carothers, Rex Adams, Carol Hughes, Mary Ells, Verlyn Dodge Notice of the Regular Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting. Motion (Riensche) , second (Neumann), 3-0 affirmative vote to approve the minutes of the April 1, 2025 Regular meeting of Mayor and Council. Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve claims as follow: Direct Bank Payment - Nebraska Dept. of Revenue (Sales Tax) - $102.01; Payroll - $3,019.15; Black Hills Energy - $71.22; Blobaum & Busboom - (Financial Records Review) - $4,500.00; Fairbury Journal-News - $60.24; Farmers Cooperative - $40.64; LARM (Insurance) - $6,697.00; Lauby Plumbing - $87.89; Patsy Mann - (Meter Deposit Refund) - $19.47 and $58.68; ; NE Dept. of Revenue - Charitable Gaming - (51C) - $557.00; NE UC Fund - $129.56; Norris Public Power - $1,083.63; One-Call Concepts - $11.87; One Property at a Time (Cattleman’s Ball Banner) - $1,000.00 to be voided and topic added back to next agenda to enable City to plan/review design and act independently of OPAT - due to dissimilarity of view between Adams and Reedy ); Milton Pike (Water Sample Postage) - $31.40; Security State Bank - (IRA/Pike) - $55.00; Visa - $591.10; Windstream - $111.72; City of Wymore (Tower/Individual) - $1,686.79; Total Claims: $18,914.37 . PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: Motion (Neumann), second (Riensche), 3-0 affirmative vote to approve Building Permit Application # 25-1 for Ciera Lerma for a fence. Applicant will be notified of approval and fee. DEMOLITION PROJECT: Pending approval of submitted request for a controlled burn (Fire Marshal) and acceptable circumstances (weather/availability of Epp equipment (Carothers to check) for two properties, two dates have been requested 5/10 with alternate of 5/17. Documents are in place for another property, and pending removal of vegetation (trees) and relocation of a tiny home to a safe distance, another house will be included in City/Fire Department plans for controlled burning. Two other properties are being put on the next list for demolition. CLEAN-UP/VEHICLES: An RV has been removed. The property owner was described by Carothers as “cooperative, and good to work with.” One property owner has an April 29th court date. Three clean-up letters (with copies attached to the office copy of the minutes) have been sent. Other properties were discussed and action planned. Behind T. Barker ‘s house a problem was reported by Reedy. Also, another clean-up issue was reported. PAPA B’S EASEMENT (WITULSKI LEGAL DESCRIPTION; EASEMENT, ORDINANCE # 478: Legal description pending, and combination of issues determined. DEAD END ROAD/ AFTER COURT HOUSE RECORD REVIEW: Vacation of street will be included in the previous topic. SENDD: INCOME SURVEY: Contact to be made with SENDD, advising to “Go with what you currently have.” EMPLOYMENT OPPORTUNITY: Carothers will work up a general description of Utility Superintendent responsibilities (for advertisement/posting) for the next meeting, and wage is to be discussed at the next Regular meeting as well. SPEED LIMIT SIGN (WALNUT ST) - RAINEY: Pike will be advised to order a new sign. CAMERA (PARK/MAINENANCE BLDG) MC COLERY: Insurance (LARM) will be contacted to see if this could be considered under their Safety (Park) grant provisions. Diode will also be contacted for possibility and pricing. CITY GRAVE DIGGING BILLING (REEDY): Situation resolved. Account is current.
