Regular Session: 7:00 PM - Blue Springs City Hall --Mayor Sedlacek called the meeting to order, and roll call was taken.
PRESENT: Mayor Sedlacek, Council members Neumann, Rainey, Reedy. Riensche
ABSENT:
OTHERS PRESENT: Employee Milton Pike, Verlyn Dodge
Notice of the Regular Hearing/meeting was given in advance by posting in at least three public places as shown by the certificate of posting placed on file. Notice of the hearing/meeting was simultaneously given to the Mayor and all members of the City Council and a copy of their acknowledgment of receipt and agenda are placed on file. Availability of the agenda was communicated in the advance notice and in the advance notice to the Mayor and City Council of the hearing/meeting.
Motion (Neumann) , second (Riensche), 4-0 affirmative vote to approve the minutes of the May 20, 2025 Regular meeting of Mayor and Council.
Motion (Riensche), second (Neumann), 4-0 affirmative vote to approve claims as follow: Direct Bank Payment - Internal Revenue Service (941) - $2,409.82; Payroll: $7,584.25; Abbott Portable Toilets - $90.00; Blue Springs Cemetery(Annual Taxes) - $2,800.00; Blue Springs Rural Fire Dept. (Annual Taxes) - $2,900.00; Constellation Energy -$33.80; First State Insurance (Workers’ Comp Audit) - $900.00; NE Dept. of Revenue (501N) - 363.65; Milton Pike (Tel. Comp.) - $25.00; Milton Pike (Postage Reimb./Water Sample) $31.95; Security First Bank (Pike/IRA) - $55.00; Temps Disposal Service (Mandatory) - $2,697.00; Milford Woutzke (Tel. Comp.) - 25.00; City of Wymore (Tower) - $1,597.33; T0TAL CLAIMS: $21,512.80.
PLANNING & ZONING: APPLICATIONS FOR BUILDING PERMITS AS SUBMITTED: No new applications. Members acknowledged and accepted the resignation of Connie Mewes from the Planning and Zoning Commission, and thanked her for her dedicated service and steadfast adherence to policy. Mayor Sedlacek asked that names of possible replacement candidates be brought forward at the next Regular meeting.
DEMOLITION PROJECT: No new information.
CLEAN-UP/VEHICLES: Two courtesy letters (for weeds) were requested, and fencing for open trenches at a building site (McMurray/OPAT) was recommended by Dodge. Sedlacek will contact involved parties.
EMPLOYMENT OPPORTUNITY/ JOB DISCRIPTION/WAGE: No new information.
CAMERA FOR PARK SURVEILLANCE) (Must be completed and reported for LARM Safety Grant reimbursement by Sept 30th): Diode will be on site Thursday (June 5) to review the situation/initiate a plan.
CATTLEMANS’ BALL WELCOME BANNER/ANY REMAINING CONCERNS: Concerns/Review: City banner scheduled to be put in place 6/4 (Reedy). Norris will be on site Wednesday (8:30 AM June 4) to hang the banner, and will take it down later. It is hoped that the weather will not cause the banner to be taken down prior to Sam Wymore Days. The efforts of Mary Ells, Shirley Martin, and associates were described as “fantastic” (Radar) and all agreed that the painting, flowers, signs, etc. highly increased the appeal of the community. The enthusiasm, ability, interest, and follow-thru were highly commended and very much appreciated by all members.
PARK PLANS (DISCUSSION/ AS NEEDED): No new information.
TENNIS COURT PLANS (DISCUSSION/PLANS AS NEEDED): No official plans at this time during the determination of interest period, but it was noted (Reedy) that planned changes should keep impact to the cabin in mind. Mayor Sedlacek also reminded members to use prudence when electing to pursue major changes, be it in regard to equipment, the tennis court, or other issues, and to not only take advantage of grant opportunities, but to begin pursuit of other money making possibilities by the City.
